Received the Federal Supreme Court on Sunday, a lawsuit was brought by Prime Minister Nuri al-Maliki against Parliament Speaker Osama Najafi on delay in approving the budget and shall be obligated to the attention of the House of Representatives, while the reason for the dismissal attributed to a lack of quorum of the Parliament.

A spokesman for the Supreme Judicial Abdul Sattar Bayraktar in an interview for "Alsumaria News", "The Federal Supreme Court received a case of Prime Minister Nuri al-Maliki judge to compel Parliament Speaker Osama Najafi presented the budget to the House of Representatives."

Bayraktar said that "the lack of a quorum prevented the budget discussion."

The head of the state law, Khalid al-Attiyah, in (April 4, 2014), that the prime minister made a complaint against the Presidency of the Council of Representatives in the Federal Court, so as to not to include the budget bill on the agenda.

He said Prime Minister Nuri al-Maliki, on Thursday (April 17, 2014), that the House of Representatives failure to discuss and approve the federal budget for the current year, as pointed out that the laws enacted by the Council did not provide them with their own money.

Bayraktar said that "the court decided to defer consideration of the lawsuits filed by a number of MPs to challenge the paragraphs within the Unified Retirement Law No. (9) for the year 2014 to the second of next June."

He added that "the court charged the two parties (plaintiff and defendant), highlighting the origin of the project submitted by the Council of Ministers for the purpose of study."

He Bayraqdar that "the Court has rejected a lawsuit by the Prime Minister to compel spend Speaker of the House introduced a draft budget bill on the House floor," stressing that "the court found that the reason was not discussed regard to non-quorum."

The Spokesman pointed out that "the court deferred consideration of the lawsuit filed ruled unconstitutional the decision of the Baghdad Provincial Council vote on the president and his deputy to the second of June as well."

He added by saying, "The postponement came after the submission of the defendant's list to the court, which will be studied until the next meeting."
