It is about new security/safety measures they have placed on the currency to make it more difficult to counterfeit.

 These measures also make the paper currency more durable and less prone to wear and tear.

They go into all of the details of what they've added.

It mostly goes into detail about how they have improved the currency.

 A little strange that they would be changing that now, even the pictures on the notes will be different.

FULL PRESS RELEASE


The Central Bank of Iraq has announced that it has implemented a number of improvements on its banknotes. This was done by placing new security signs, characterized by high security measures against counterfeiting with changes in in some of the designs on the banknotes. A source at the Central Bank of Iraq has clarified that these changes include the insertion of the Islamic (1435) and Gregorian (2013) dates. They will also have the signature of the Governor Dr. Abdul Basset Turki Sayeed. In addition, two dots have been placed under the letter "Ya" in the words "central" and "Iraqi" in the term "Central Bank of Iraq". (Note: the letter "Ya" looks like this: ي, hence the two dots. This letter is in the Arabic words for "central" and "Iraqi"). A number of security signs have been added as shown below. In addition, the current series will continue to be traded with the new series, and will not be pulled now or in the future.

1. Category of 250, 500, 1000 dinars
Security features have been added, which are colored filaments/threads, some of which can be seen and some which can't be seen. There are also tags for the visually impaired. The notes are also covered in a protective coating that will increase the durability of the note, and will protect it from dirt and dust. A security thread of 1.2 mm width, bearing the words "The Central Bank of Iraq" has also been added. A description of the security tags for the visually impaired is offered, and it includes empty circles which have been raised, and look like the number five (note: in Arabic the number 5 looks like this: ٥, hence the circle). This will be as follows:

2. Categories of 5,000 and 10,000 and 25,000 dinars:

Colored filaments/threads (visible and non visible), as well as tags for the vision impaired have been added. A protective coating has been added to the notes. An intertwined thread of 4 mm width with the words "The Central Bank of Iraq" and a picture of a palm with interchanging colors from blue to green for the 5,000 dinar, from gold to green for the 10,000 dinar, and from purple to green for the 25,000 dinar note have been added.

A high security feature, universally known as "Spark", which includes magnetic pigments in the dye, creating color shifts, is found in the lower left hand corner on the front face of the note.

There is a transparent window on the 10,000 and 25,000 dinar notes. The number of the note appears in Arabic in the window when it is placed against a dark surface. It appears as dark and twisted when placed against a white surface.


In addition, the following has been placed on the categories of the 10,000 and the 25,000 notes:

-The 10,000 note:
The picture on the surface has changed from Hassan Bin Al-Haytham’s image of the Arab world, to the artist Jawad Salim’s monument of freedom in Baghdad. The position of the banknote number on the right has been shifted from vertical to horizontal. The addition of the security thread to the transparent window appears in the bottom of the picture of the palm in a transparent color.

The 25,000 note:
The picture of the village woman (on the surface of the note) in the field has been altered. The village woman carries a jug of water, and behind her appears a tractor plowing the field. The size of the ornamentation on the right side of the note has been altered to place the transparent window, and the security thread has been added to the window in a transparent color. The decoration on the left side of the front of the note has been changed to fit with the general design of the note.
