Jubouri said that "the program is completed in terms of the discussions and will be ready for submission to the Presidency of the Parliament the next few days when," stressing "the need to support the political blocs of the program and not to involve him political conflicts."

He called al-Jubouri Presidency of the Council of Representatives to "transform this program to a proposed law that strongly supported in an integrated manner."

The Ministry of Planning, confirmed in (19 March 2014), that the phenomenon of delaying the adoption of the general budget and the reluctance of implementing the projects of companies, is one of the biggest challenges facing the national development programs, and criticized the lack of cooperation from the ministries and provinces with it in determining the financial achievement rates.
