He Ghraoui, that "the draft law of the National Guard did not address the popular crowd, and there is no law for the crowd," he said, adding that "the latter is not part of this law and does not have its own law."

He explained Ghraoui, that "most of the popular crowd Volunteers staff in the departments and institutions of the state and do not want to join the National Guard," noting that "employees of the leaders of the Guard will be linked to General Commander of the Armed Forces and under his supervision."
