“The saga of the the cabinet reshuffle continues” - Mnt Goat Friday Update Post - Part 1 of 2

Hello Everyone,
Lots of news today. I wish I could say it is all “super fantastic” but that is just not the case.
In these last couple days the cabinet reshuffle has mounted to a political crisis that could explode if not handled correctly. It is being instigated by “you know who”. As these Maliki and his goons would luv to dissolve parliament, dismiss the three presidents, suspend the constitution and declare a state of emergency.
Folks you have to understand this is probably the only drastic way that Maliki and his goons have in saving their skins and possibly getting back into any kind of power. These people operate and gain power only at the sacrifice and suffering of others. Do you notice how they always migrate to taking the most drastic measures rather than trying to first work out solutions? Whenever you see this you can be assured they are behind it all.
These drastic measures, as they proposal, of course would only exacerbate the crisis yet even more and quite possibly start a civil war, something that would devastate Iraq in the midst of fighting ISIS.
I am sure they will work it all out in time. But time is scarce for them too as I will show you in today’s news letter.
We are beyond the mid March to mid April window for the RV. So we move on and I wait to see how they will strategize their next timeframe. I will let you know when I know. I only hope you can all see using this last window as an example on how Iraq had an opportunity to advance and blew this opportunity once again by stalling on the (mandated) reforms and needed (mandated) legislation by political discontent. Two factions causing this discontent – National Alliance (in particular Dowa party) and Kurdistan.
Oh – sure they are going to revalue their currency at a time like this? Really?
They are using this crisis as a smoke screen for the RV. Really?

Today is Friday April 15th 2016. YES- and still no RV. Sorry all you Charlies !
How many bank stories must we hear? How many inter banking memos must be presented to us? Now once again its all about moving “large sum of money around”. Please stop all this nonsense. It means absolutely nothing and I mean absolutely nothing about the timing of the Iraqi revaluation process. Remember the CBI must first launch the lower denominations to begin the process of the deletion of the zeros project. This will be the beginning of the process we are looking for. If you want to hope and watch for something this is it. All this other “stuff” is just nonsense.
Next let dismiss a rumor that the speaker of parliament was dismissed yesterday. No the speaker was not dismissed. We know who starts these rumors to stir up the people.
The house can not accept an unconstitutional mock parliamentary session and thus does not accept the resolution, where the speaker of the house is dismissed. Al-Jubouri himself said in a press statement: "The parliament will be held on Saturday 4/16 next regular session. Also he objected to the discussion of the dismissal or resignation of the chairman of the parliament in the next session, and we respect the results because we do not concern us positions." Again these are MPs motivated by the National Alliance and Dowa party that are trying to stir up the situation.
In fact per news media, a source in parliament, said Friday that the heads of political blocs will meet today at the home of Speaker Salim al-Jabouri article to discuss the latest developments in the political process.
The source, who declined to be named said that "the heads of political blocs will meet today in the house of parliament speaker Salim al-Jabouri to discuss the latest developments in the political arena."\
The source added to / balances News /, "The meeting also will examine the new government.
The political process during the last days, represented a series of crises sit more than 150 deputies in parliament to demand the abolition of political quota system and the sacking of the three presidencies.
Update: 45 Day Deadline for Technocratic Gov’t
Once again let me review the ongoing saga of this process and then I will bring you up to date.
The Iraqi Prime Minister Haider al-Abadi earlier had announced on Tuesday 4/12 that he had made a new list of cabinet reshuffle (different than last Thursday’s list). The older list was cancelled. He did a new list under pressure from the National Alliance and many parties. These parties refused to cooperate in the original process and now decided to cooperate. Kurdistan also has an issue with replacing the Finance Minister. So the new list was submitted to the speaker of parliament and was awaiting ratification by the House of Representatives.
In the next parliament session on Tuesday, a fist fight broke out in over the contents of the list. Many MPs still felt it was too quota based as many of the same ministers remained. They felt not much has changed and so where was the “new” technocratic cabinet that was promised.
Then the speaker has scheduled an emergency session to take a preliminary vote on the cabinet reshuffle. It was cancelled due to the fist fight on Tuesday. Thus the session was adjourned to Thursday.
Certain MPs decided to conduct a sit in at the parliament building until changes were made and demanded the resignation of the three presidents. The state of law also demanded the dissolution of parliament under article 64 of the constitution. I personally do think these resignations or even a no confidence vote will never happen and they know it. But just the same they have to protest and demand something. It is meant to put pressure on the three presidents to do make the needed changes and decisions. Ayad Allawi also joined the sit in later on Wednesday. Remember he is head of the National Alliance to which the Dowa party is part of (Maliki and his goons).
So what is this Kurdistan request to keep the existing Finance Minister? This is a very important position by the way and one of the critical ministers.
We know for a fact that the Finance Minister Hoshyar Zebari is favored by the USA. We also heard that there is no way Zebari is going to be replaced an part of the reason for John Kerry coming to Iraq was to strategize on how to pull this off. Through all the articles it did appear that he would be replaced and I wondered how the USA would pull this one off (in keeping him in his position).
Now we know how they will do it. They have gone through Kurdistan and are using this angle. A parliamentary source revealed on Tuesday (April 12, 2016) that the Finance Minister Hoshyar Zebari will remain in office. Go figure. Remember the alliance between the Kurdistan region and USA is very strong. I am sure all this military aid in fighting ISIS is paying off big for the USA in these negotiations.
Yesterday, Thursday was a critical days for this new Technocratic govt saga. Let’s now see what happened.

A source in parliament, on Wednesday, for the support of supreme religious authority Ali al-Sistani and the cleric Muqtada al-Sadr to sit a number of MPs in the House of Representatives building, indicating that they were demanding the kind intentions of the toxicity of the House of Representatives and distancing itself from the personal benefits.
The source said in an interview with "Sky Press," that "the supreme religious authority in Najaf blessed the step by a number of deputies of different affiliations and sit in the parliament building in protest against the lifting of the Council session without a vote on the cabinet reshuffle," noting that "the political body Sadrists in Najaf told Liberal MPs blocks protesters supported Mr. Sadr to sit in the House of Representatives. "
He added that "Mr. Sadr's condition to be a sit-House sound with true intentions to serve the Iraqi people and claim their rights away from thinking about the benefits and personal positions," pointing out that "the protesters deputies confirmed not to leave their places until the dismissal of the three presidencies and the formation of a national government able to achieve the demands of the people."
It is noteworthy that a number of members of the Iraqi Council of Representatives announced that, on Tuesday, an open sit within the parliament to protest against the decision of the President of the Council, Salim al suspend the session until next Thursday and not to vote on the new ministerial cabin.

THE DISSOLUTION OF PARLIAMENT?
{Baghdad} Euphrates News said the legal expert Tareq Harb, said that “the dissolution of Parliament is not, however, Parliament Speaker Salim al-Jubouri.”

The head of the Office of the Kurdistan region, Fouad Hussein, Wednesday, that the region is a problem with the partnership and not with the Prime Minister Haider al-Abadi, and denied receiving a request to change the region’s finance minister, Hoshyar Zebari.
Hussein said during his speech for the “unexpected” which aired Sumerian, said that “our relationship with the Prime Minister Haider al-Abadi good and we have no problem with him,” adding that “our problem concerning the partnership and constitutional issues.”

According to a statement of the Supreme Council and the agency {Euphrates News} received a copy of it today , "His Eminence discussed with Mr. Barzani placed reshuffle and comprehensive reforms, a chapter on the search for political reform initiative submitted by the Supreme Council out of the current crisis.
" The two sides agreed to a deeper study of the ways to solve, while Barzani expressed a great understanding for the initiative and stressed the depth of the historical relationship between the two parties and the need for continuity for the good. "
The head of the Supreme Islamic Iraqi Council Ammar al - Hakim arrived in the city of Irbil on Tuesday.

Update: Needed Laws
Remember there was supposed to be a “basket” of laws voted on in the next parliamentary session. The session was postponed until Saturday due to the political crisis with the cabinet reshuffle. It is my opinion they will not get around to this vote until the dust settles first on this political crisis.
Update: Economy of Iraq
The article below is interesting but nothing knew if you have been following the Mnt Goat news letter. We should all know what they are using these USD out of the CBI reserves for. It is being used to pay the debt of foreign salaries. They can not use the dinar since it is not yet international and Iraq is still a closed economy.
In the article today they are telling us this can not continue and the IMF even warned then not to drop below 52 billion, which I believe they are now right at that point.
So what will they do when the salaries are due next month? Will they be forced to dig into the reserves once again or will they resort to bringing their currency online and use dinars to pay the salaries.
Oh- wait a second…..didn’t they tell us just a few days ago they were going to pay the salaries using Bonds. See my news letter dated 4/11 (LINK) under update on Currency Reform section.
So I guess this was just an idea and not implemented?
Then to continue the saga Iraq went to the USA in a meeting with the IMF asking for the 10 billion as part of the 50 billion dollar loan, brokered earlier. See article below. Can you see the timing of the these events is not coincidental. They are struggling in trying to meet their salary payments for April that are due very soon.
I bring you this news not as pessimism but as news of the gravity and reality of the situation. If Iraq does not straighten out their political situation and pass all the needed laws to implement the reforms and their new constitution (push forward to getting into Article 8 of UN charter) they could end up shortly in a bankrupt type situation if the CBI cleans out their reserves and oil prices remain low (which are projected to remain low the rest of 2016).

Update: Fighting ISIS
Most importantly please, please, please let’s not forget to keep praying for the success of THESE IRAQI AND COALITION SOLDIERS. I believe our prayers are in part some of the acceleration of the process we are now witnessing.
Remember too to pray to the princess of peace – Our Blessed Virgin Mary. She has the ear of Christ and she can intercede in heaven and bring us the peace we all desire here on earth. We can not do it alone. I believe that if we all make this our daily prayer you will see change. It is already working even in the short time since I have been publishing this prayer section. It does not matter what religion you believe, if you pray then to your oven beliefs entity it is still the same powers and good for all of mankind. Ultimately it is all the same God anyhow.
“Lord, protect Abadi and all who stand with him in righteousness, the Iraq and coalition soldiers who are fighting the good fight against terrorism, that they would be shielded from the enemy and would be victorious against them in the battle for Mosul! Then the speaker has scheduled an emergency session to take a preliminary vote on the cabinet reshuffle. It was cancelled due to the fist fight on Tuesday. Thus the session was adjourned to Thursday.
Certain MPs decided to conduct a sit in at the parliament building until changes were made and demanded the resignation of the three presidents. The state of law also demanded the dissolution of parliament under article 64 of the constitution. I personally do think these resignations or even a no confidence vote will never happen and they know it. But just the same they have to protest and demand something. It is meant to put pressure on the three presidents to do make the needed changes and decisions. Ayad Allawi also joined the sit in later on Wednesday. Remember he is head of the National Alliance to which the Dowa party is part of (Maliki and his goons).
So what is this Kurdistan request to keep the existing Finance Minister? This is a very important position by the way and one of the critical ministers.
We know for a fact that the Finance Minister Hoshyar Zebari is favored by the USA. We also heard that there is no way Zebari is going to be replaced an part of the reason for John Kerry coming to Iraq was to strategize on how to pull this off. Through all the articles it did appear that he would be replaced and I wondered how the USA would pull this one off (in keeping him in his position).
Now we know how they will do it. They have gone through Kurdistan and are using this angle. A parliamentary source revealed on Tuesday (April 12, 2016) that the Finance Minister Hoshyar Zebari will remain in office. Go figure. Remember the alliance between the Kurdistan region and USA is very strong. I am sure all this military aid in fighting ISIS is paying off big for the USA in these negotiations.
Yesterday, Thursday was a critical days for this new Technocratic govt saga. Let’s now see what happened.

It is noteworthy that a number of members of the Iraqi Council of Representatives announced that, on Tuesday, an open sit within the parliament to protest against the decision of the President of the Council, Salim al suspend the session until next Thursday and not to vote on the new ministerial cabin.

The head of the Office of the Kurdistan region, Fouad Hussein, Wednesday, that the region is a problem with the partnership and not with the Prime Minister Haider al-Abadi, and denied receiving a request to change the region’s finance minister, Hoshyar Zebari.

Update: Needed Laws
Remember there was supposed to be a “basket” of laws voted on in the next parliamentary session. The session was postponed until Saturday due to the political crisis with the cabinet reshuffle. It is my opinion they will not get around to this vote until the dust settles first on this political crisis.
Update: Economy of Iraq
The article below is interesting but nothing knew if you have been following the Mnt Goat news letter. We should all know what they are using these USD out of the CBI reserves for. It is being used to pay the debt of foreign salaries. They can not use the dinar since it is not yet international and Iraq is still a closed economy.
In the article today they are telling us this can not continue and the IMF even warned then not to drop below 52 billion, which I believe they are now right at that point.
So what will they do when the salaries are due next month? Will they be forced to dig into the reserves once again or will they resort to bringing their currency online and use dinars to pay the salaries.
Oh- wait a second…..didn’t they tell us just a few days ago they were going to pay the salaries using Bonds. See my news letter dated 4/11 (LINK) under update on Currency Reform section.
So I guess this was just an idea and not implemented?
Then to continue the saga Iraq went to the USA in a meeting with the IMF asking for the 10 billion as part of the 50 billion dollar loan, brokered earlier. See article below. Can you see the timing of the these events is not coincidental. They are struggling in trying to meet their salary payments for April that are due very soon.
I bring you this news not as pessimism but as news of the gravity and reality of the situation. If Iraq does not straighten out their political situation and pass all the needed laws to implement the reforms and their new constitution (push forward to getting into Article 8 of UN charter) they could end up shortly in a bankrupt type situation if the CBI cleans out their reserves and oil prices remain low (which are projected to remain low the rest of 2016).

Most importantly please, please, please let’s not forget to keep praying for the success of THESE IRAQI AND COALITION SOLDIERS. I believe our prayers are in part some of the acceleration of the process we are now witnessing.
Remember too to pray to the princess of peace – Our Blessed Virgin Mary. She has the ear of Christ and she can intercede in heaven and bring us the peace we all desire here on earth. We can not do it alone. I believe that if we all make this our daily prayer you will see change. It is already working even in the short time since I have been publishing this prayer section. It does not matter what religion you believe, if you pray then to your oven beliefs entity it is still the same powers and good for all of mankind. Ultimately it is all the same God anyhow.
