Sixth, put an end to any semblance of monopoly in decision-making in the pyramid of government and the tendency toward authoritarianism and factionalism state facilities and institutions, and to dominate the affairs of the country, which requires the development of mechanisms and frameworks for binding to the concept of participation and national consensus.
