House of Representatives finish reading the law on protection from domestic violence and a report on the Shiite shrine DAQUQ accident

Ended the House of Representatives in its regular fourth second legislative term of the legislative year third third parliamentary session, which was chaired by Dr. Salim al-Jubouri, head of the Council and in the presence of 222 deputies on Monday 01/16/2017, the second reading of the law protection from domestic violence in view a report of the investigative accident the bombing of the Shiite shrine and hospice (Aakhanla) in Daquq center.

At the outset of the meeting the Council voted in principle to reply bill determine producing provinces and non-oil producing share and submitted by the committees of the oil and energy and natural resources committee of the regions and governorates not organized in a region to the government.

In another matter, the Council agreed in principle to proceed with legislation proposed second amendment to the Law of the Independent Higher Commission for Elections Law No. (11) for the year 2007 and presented by the Legal Committee .

It also agreed in principle to continue the legislation of the first draft amendment to the Law of General Amnesty Law No. (27) for the year 2016 , and provided the legal committee .

And postponed the Presidium of the disruption of a quorum to vote on a proposed law amending the Companies Act No. 21 of 1997 and sponsored by the committees of Tourism and Antiquities and the economy, investment and vote on the draft law of arms and submitted by the committees, defense and legal security as well as to postpone the vote on the candidates for the public service of the Federal and vote on a resolution as the Nineveh plain disaster area.


It ended the report and discuss the draft law on protection against domestic violence and submitted by the Committees for Women and the Family, Childhood and human rights, legal and religious affairs, labor and social affairs.

In the interventions of the ladies and gentlemen of Representatives, MP Ammar Tohme pointed out that the bill includes some material that calls for the disintegration of the family in the event of the dimensions of one of its members, calling for the formation of a panel of researchers meetings to study and address the problems that occur between family members.

She noted Rep. Nora Albjara to the bill omitted the inclusion of the sex of the employee concerned to investigate the fact that more victims of violence are women, calling for the inclusion of elders and representatives of civil society organizations in the form of conciliation between the parties.

The MP Najiba Najib proposed the formation of a supreme body for protection from domestic violence and organizing training sessions to educate the community of the risks of violence.
She called olive-Dulaimi, deputy to the importance of consulting Islamic religious references and seeking the opinion on the legislation law materials.

In turn , urged the MP Abbas al - Bayati , to listen to the views of sociologists and take advantage of their vision in this regard in addition to the advantage of seeing the scholars of the Islamic Shariah Principles legislation of the law.

He MP Riad Ghraib to the Iraqi society and a Muslim clan and must take into account this dye in the legislation of the bill, a proposal presented to the Sharia experts so as not to contradict the Islamic religion.

She commended the MP, but Talabani Extraordinary Committee on the sponsors of the draft law efforts, pointing out that the draft law does not support women only or is against the man but it represents a guarantee for the protection of all family members, calling for the enactment of the law to prevent domestic violence.

The MP stressed Sunrise Alabegi the importance of the bill being constitutionally committed to the application of a number of international conventions adhered to by Iraq in order to reduce violence as a societal necessity.

For his part, MP Hassan Shammari pointed to the importance of amending some of the articles in the bill to dispel uncertainty on mechanisms for sanctions and how to deal with the issues raised.

And the deputy Zana Said to the importance of reducing domestic violence protection of the family as one responsible for them tasks state, a proposal to rename the bill the Family Protection Act.

The MP Abdul Salam al-Maliki to give the impression that the tribes partner Pmaaijeri of family violence is unrealistic especially since the social problems in the city's larger than they are in the villages and rural areas.

He said the Attorney Raed Ishak said the bill is of great importance, but he needs to mature in order to not getting a conflict with the laws in force.

The Presidency has decided to postpone the report and read the discussion of the draft law and financial management submitted by the Finance Committee .
