At the start of the session, President Jubouri pointed out that the civilian casualties in Nineveh call for attention and focus and careful examination of what has been done to find quick solutions, pointing out that talk about the massacre of the new Mosul does not mean never underestimate the effort and achievements of the heroic armed forces in the liberation and the professional effort In previous operations.

He called on the Speaker of the House of Representatives not to rush the details of the incident and leave the issue of inquiry to the parliamentary committees that will be formed to reach final results on the incident and the failed parties, noting the importance of protecting the lives of civilians in all circumstances.

President al-Jubouri stressed the absence of immunity for any party causing the deaths of civilians deliberately and the media to be accurate in the transfer of news and not to resort to excitement and the past at the expense of the facts and lives of people, calling for the province of Nineveh disaster, calling for the Arab summit to be held in the Jordanian capital Amman To double Iraq's support in the face of terrorism and increase humanitarian support with the importance of treating the victims as martyrs and providing treatment for the wounded.

MP Ali al-Mutawouti read out a statement on behalf of the Nineveh deputies about the Mosul massacre, pointing out that the brutality of the gangs was unprecedented in history, pointing out that what is happening in Mosul's Ayman needs a unified position. In turn, Mr. Jubouri welcomed the presence of the Ministers of Defense and Interior and the representative of the Anti-Terrorism Authority.

For his part, Minister of Defense Irfan al-Hayali stressed that the ongoing battles of our forces have established strategic features focused on command and control and integration of forces. For his part, MP Abdul Rahim al-Shammari, head of the Human Rights Committee, read a report on the humanitarian situation in Mosul, explaining that the Committee has expressed since the beginning of the military operations in the province of Nineveh the concerns of the Da'ash crimes against civilians, noting that the continued operations of the liberation of Mosul exacerbated the tragedy Displaced more than 412,000 people from the city and displaced more than 173,000 people from the right-wing displaced people who were received in IDP camps.

The report pointed out that the security forces are exerting great efforts to assist the displaced people and provide assistance to them. He pointed out that the new Mosul neighborhood witnessed on 17-3 the arrest of hundreds of civilians in one of the buildings and the terrorist organization opened fire on the security forces, which was considered by the international coalition as a source of fire, The building and the killing of 263 civilians, appealing to the international community to help Iraq as it is going through a crisis and a fact-finding committee headed by the Commission on Human Rights.

The committee proposed issuing instructions to open safe corridors for the exit of civilians through the construction of a floating bridge between the two sides of Mosul and increasing the number of medical detachments and instructing the Minister of Interior to all civil defense departments to send cars to Mosul to rescue civilians and direct the branches of the Martyrs Foundation to compensate those involved. .

The security and defense committee followed a report on what happened in the city of Mosul, which showed the role of members of the committee in the follow-up of military operations in the province of Nineveh since its inception, noting that the new Mosul area was hit by an air strike by the coalition aircraft on residential houses, "The air strike was carried out at the request of the Iraqi forces and the terrorist organization has held the civilians as human shields.

The committee noted that there is coordination with the concerned security authorities to ensure the conduct of investigations in order to submit a final report on the new Mosul incident, praising the role of the security forces and the local government in Nineveh province in saving civilians and providing assistance to the displaced.

In the interventions of Ladies and Gentlemen, MP Izzedine called on the state to stop the use of heavy weapons on the right side until the military operations are reorganized and Mosul is considered a disaster city.

MP Ahmad al-Jarba called on the security services to erect a bridge between the two sides of Mosul to facilitate the crossing of displaced persons.

MP Mohammed Tamim stressed the need to observe the rules of engagement in residential areas and stop the rocket fire on neighborhoods.

And urged MP Hanan al-Fatawi to the need to follow the accuracy of the information and not to defend the position of the international coalition.

For his part, MP Hamid al-Khudari, the need to wait for the results of the investigation and to identify the reasons before the verdict and find out who caused the explosion.

MP Mohsen al-Saadoun called for forming a parliamentary or security committee for the purpose of being present at the battle site in order to monitor the legal aspect and the ongoing liberalization processes.

MP Ali Shuwayliya proposed to donate one million dinars from each deputy for the purpose of assisting the displaced and wounded the security forces.

In his response to the interventions, the Minister of Defense confirmed that preliminary investigations point to the booby-trapped house where civilian casualties have fallen from inside and there is no evidence of an air strike, stressing that the directives are continuing to protect the lives of civilian civilians.

For his part, the Minister of the Interior stressed that there is no foreign soldier on the ground in the work of the Ministry of Interior except for the intelligence and air support teams, pointing out that the incident in Mosul is followed by an encouraging organization. MP Majid al-Gharawi then read a statement on behalf of the Security and Defense Committee, in which he condemned the Iraqi leader Muqtada al-Sadr's threats. He called on the government to provide protection to Sayyed al-Sadr and prevent external interference in Iraq's internal affairs.

In the interventions of the ladies and gentlemen MPs, MP Abbas al-Bayati asked not to expand the areas of amnesty and coordination with the government to make the necessary amendments on the draft law.

On another matter, the President of the Council announced that the Presidency of the Council had set a date for 30-30 days to question the Minister of Health.

 However, the Council received a letter from the Ministry of Health stating that the Minister was prepared to attend the questioning session but showed that the questions were devoid of evidence and amounted to 26 questions. Presented to the Council and to the public opinion thereon, explaining that the Minister of Health suggested that the questioning be postponed until next May.

Al-Jubouri said that the presidency of the Council does not mind delaying the process of interrogation without the cancellation of the fact that the House of Representatives is determined to carry out all the interrogation during the current legislative term, stressing the continuation of the questioning of the Minister of Health by its date, reviewing the mechanisms of questioning of the President of the Information and Communications Authority, The absence of the presence of the interviewer despite postponing the interrogation process, explaining that the Presidency of the House of Representatives will include the issue of exemption of the Chairman of the Information and Communications Authority in a session on Saturday or next Monday.

For his part, MP Awad al-Awadi, the applicant for questioning, said that the questions of questioning were held by the Minister of Health for more than two months, expressing his refusal to postpone the date of questioning the Minister of Health.

It was then decided to adjourn the meeting until next Thursday, 30/3/2017.
