Ratings agency Fitch upgraded last month Iraq's outlook to stable, based largely on the country's improving public finances. Iraq's stock market has already been running with at full steam since at least last year. 
 
Prime Minister Haider al-Abadi pledged on Thursday to protect all those who deal with financial and administrative corruption in the country,
announcing the improvement of the income of the Iraqi individual.
 
On Wednesday, security expert Amir al-Saadi said it could take from a few days to no more than the end of April to declare full victory over ISIS." The security expert stressed the need to "address sleeper cells waiting for the zero hour to carry out its terrorist operations.


President of the National Alliance Ammar al-Hakim stepped in on Thursday, with the delegation of the Kurdistan region to Baghdad, to try to help to find ways on how to activate Article 140 of the Iraqi constitution and the question of the referendum and the maintenance of coordination between the army and the popular crowd and Peshmerga in the fight against Daqash. 
 
Lots of news media coverage in Iraq this week on need and process to implement article 140. According to the Iraqi constitution, the article should have been implemented by the end of 2007, and so far no referendum has been conducted on this issue. VP Nori-al-Maliki had to speak out and say the deadline has already passed and this is irrelevant now. Really? So again who had been holding upp the legislation on Article 140? Could it be Maliki’s goons. So he “speakith-from-fork” tongue again….lol….lol…., then forgets he had his party do something else as the obstacle to prevent the passage of the long standing bill for this purpose. WE await the resolution of this

Outlook upgrade could help push Iraq's economic evolution to its next step

War-torn Iraq recently got an unexpected boost on its way to becoming an investment hot spot, which may take its next step sooner than conventional wisdom suggests. (WOW! Are you excited yet?)
 
Even as military forces wage a fierce offensive against ISIS, global ratings agency Fitch upgraded last month Iraq's outlook to stable, based largely on the country's improving public finances(WOW! could it get any better?)
 
To be sure, Iraq's B+ credit rating is still deeply entrenched in speculative, or junk territory. The low rating reflects what Fitch analysts called political risk and instability associated with the conflict-ridden country that's "among the highest faced by any sovereign rated by Fitch." (Yes, we know. Get rid of ISIS and watch this economy take off….)
 
Yet as a marker for big institutional buyers like hedge funds and sovereign wealth arms, Fitch's vote of confidence could mark the start of a broader shift among investors about Iraq's long-term potential. The upgrade could be pivotal for a country still considered besieged, but considered by a handful of savvy market watchers to be a potential diamond in the rough(If Iraq’s credit rating is upgraded to an A or A+ watch this flow of money come into Iraq. But with a currency that is an eight of a penny?)
 
"Some analysts say that investors believe that with solid oil reserves and other sectors to build upon, Iraq could have serious growth potential," said Stephen Simonis Sr., chief currency consultant at online currency broker FXDD Global.
 
"Clearly this can be looked at from either side, as the willing investor will point out the huge risk/reward possibility as the upside is very enticing," Simonis told CNBC. "The doubting investor will say the region remains too unstable and the situation remains far too volatile."
 
Iraq remains a country to approach with caution, analysts say, roiled by an ISIS insurgency and civil strife. Yet Fitch's revised outlook could be a green light for buyers of Iraq's assets, especially at a time when smaller institutional and private investors are seeking long-term opportunities.
 
In fact, Iraq's stock market has already been running with at full steam since at least last year, with investors discounting an end to a bloody conflict that's lasted since the 2003 invasion. Some are looking ahead to the reallocation of military spending and the potential boost to infrastructure spending and economic revival.
 
While foreigners have been mostly absent from the equity market for the month of March, some are already looking for signs that the Fitch decision could reverse this dynamic.
 
"Overall, ratings agency Fitch upgraded last month Iraq's outlook to stable, based largely on the country's improving public finances Ahmed Tabaqchali, chief investment officer of Asia Frontier Capitals Iraq Fund, told CNBC.
 
In fact, Iraq's sovereign risk premium has narrowed in an environment of rising yields, just after the country tapped capital markets with a second $1 billion bond offering.
 
"It seems logical to conclude that this implies favorable interest in Iraq and that it would likely be followed by foreign direct investment and eventually by equity inflows," Tabaqchali said.
 
Although Iraq joined other OPEC members in a production cut — a challenge for the country's oil-reliant economy — some analysts believe the oil sector is managing to stay afloat in an environment of lower prices.
 
Al-Abbadi .. The physical and economic situation of the Iraqi individual will improve

announcing the improvement of the income of the Iraqi individual

"There is an improvement in the low-income government agreement for low-income people, which is offset by a reduction in spending for high-income brackets," Abbadi said in a speech at the opening of the anti-corruption workshop in cooperation with the United Nations Development Program in Baghdad. 

He called on Abadi, 'who has evidence of corruption to provide to the regulatory bodies that will provide the necessary protection for the individual' ​

Security Expert: Full Victory in Mosul includes Check on Sleeper Cells
 
(Just so you realize, this article is NOT saying full victory has already been achieved in Mosul region. What it is saying is that to declare a full victory they must clean out the small sleeper cells of ISIS resistant. If not the will be problems in the future)
 
Baghdad: Euphrates News} said security expert Amir al-Saadi, on Wednesday, for the victory to be  achieved completely in the city of Mosul, and that there was a revival of editing operations have not been resolved yet.

According to Saadi, told {Euphrates News}, "military victory was fully achieved in the city of Mosul, though some neighborhoods are liberated, but decisive victory achieved," adding that " the change Daesh neighborhood July 17 name to the neighborhood stability shows me a significant decline which what declares the victory of the armed forces of the expeditious. "  He added, " I do not separate us only a few days may not exceed this April to declare Full victory." 

And on the security situation in the city of Tikrit in Salahuddin province, al - Saadi said that "Daesh focused on chaotic targeting security and stability, and trying to stability in the ground and obtaining a military victory, a day exploit some pockets in the Sahel left area of spending Sharqat and is only stealth with displaced but there are areas that can sneak them Daesh. The security expert stressed the need to "address sleeper cells waiting for the zero hour to carry out its terrorist operations." (So according to this article they are still waiting for orders for the Iraqi sniper teams to go in and begin clearing these sleeper cells)

Saw the city of Tikrit on Tuesday evening, two suicide bombings city center resulted in the deaths of more than 31 people and wounding dozens, while security forces killed the remaining terrorists who sneaked into Almedinh. (This is what they will constantly be threatened with if they don’t take care of these sleeper cells now. So to answer you question – Is Mosul now “fully” liberated? - NO it is not. Large military operations have ended but now they have to clean out these sleeper cells. They told us last week in an article it would take about 2 weeks to do this job. Those that passed news that it is to these so called intel “gurus” are once again wrong. This is the same old misinterpretation of the news. )
 
The delegation of Kurdistan: Our message to Baghdad is to hold the referendum before the end of 2017.
 
(folks I have been telling you all along, are you listening? The USA policy wants Kurdistan to succeed from the Baghdad govt. What the US wants it gets. Where is most of the good oil? Either Baghdad passed the HCL and the National Oil policy or they will leave. They need to end this wishy washing oil policy and get it into law.  They are telling us they are giving them until the end of 2017 to do it.)
 
The head of the Kurdistan Region delegation to Baghdad , secretary of the political bureau of the Kurdistan Democratic Party Fadhil Mirani, on Thursday, that the region delegation told everyone during his meetings in Baghdad, that he will hold the referendum in the Kurdistan region during this year, noting that "this It does not mean declaration of secession from the territory of Iraq now. "
 
He said Mirani, in a press statement, "We told our comrades during meetings in Baghdad, that he will hold a referendum this year, but the referendum does not mean immediate secession." 

He noted the political secretary of the Office of the Kurdistan Democratic Party, that " the Prime Minister Haider al - Abadi, has submitted a proposal, and the delegation will be boosted by getting to the President of the Kurdistan region , Massoud Barzani." 

This comes after the conclusion of the meetings of the Kurdistan region delegation headed by Mirani and with the three presidencies of the Iraqi and actors in the political.

A statement by the Office of Hakim, received by "Al-Ghad Press", that the latter during his meeting with the delegation of the Kurdistan region, "discussed with them the relationship between the federal government and the territorial government and the application of Article 140 of the Constitutionand the question of the  referendum." 

"The two sides also discussed administrative, legal and legislative issues and stressed the intensification of the constructive dialogue between Baghdad and Erbil on the one hand and between Kurdish parties in the region on the other," the statement said. 

He added that "Hakim stressed with the Kurdish delegation the importance of sustaining the unity of the military forces between the Iraqi army and the popular crowd and Peshmerga and tribes to continue the victories in Nineveh, and to achieve security and political stability in the country," as he put it. (oops, there it is again – the needed security and political stability….)

The statement continued, "The coalition listened to the proposals of the Kurdish delegation to activate Article 140 of the Constitution to achieve more stability and address the consequences of the failure to apply this article." (oh! - but many of these so called intel “gurus” told you article 140 is already done or it does not matter for the RV. Really? This is not reality folks! And this article is once again proof of it. So tell me just how could the RV have happened last night or any previous night or even happen tonight or tomorrow without these needed items? )
 
PM Abadi: Baghdad, Kurds reach agreement to reactivate Article 140, hold census
 
ERBIL, Kurdistan Region — The visiting Kurdish delegation during their meeting with the prime minister of Iraq on Wednesday night discussed possible ways of removing the stumbling block before the reactivation of the controversial 140 Article and laying the groundwork to hold a census in the city of Kirkuk.
  
According to a readout of the meeting published by Haider al-Abadi’s  office, an agreement has been reached between Abadi and the Kurdish delegation to reactivate the 140 Article and hold a general census across the province once [ISIS] militants have been driven out of some key areas the group still holds, including Hawija, Rashad and Riyaz.
 
Article 140 of the Iraqi constitution calls for normalization of areas it refers to as disputed, to be followed by a referendum on whether or not those regions want to be part of the Kurdistan Region.  (I told everyone years ago that just because it’s in the constitution does not make it automatic, however it must be implemented prior to the RV somehow. So to implement they will need some kind of legislation to fine-tune it and make it implementable. So here is proof. The same applies to HCL and the National oil policy. Are you listening all you “gurus”?)
 
According to the constitution, the article should have been implemented by the end of 2007, and so far no referendum has been conducted on this issue. (Bingo! Is this not what Mnt Goat has been saying all along. Article 140 is article 140 of the constitution and the constitution must be FULLY implemented. It always eventually shakes out in the news.)


TBP: US to establish new military bases in Iraq
 
The US delegation who had recently visited Baghdad focused on the future of the American forces in Iraq and the means to confront the Iranian intervention in the Middle East, according to a well informed source.

The source also asserted that the delegation expressed its willingness to establish US permanent bases in Iraq(folks this does not sound like a temporary status of forces agreement to fight ISIS to me. This is staging to eventually go after Iran. It is long term presence. But first Syria, there next step. They already gave us a “false flag” on the use of chemical weapons this week. Their excuse to get funding from US congress to after Assad once again.
 
Did you see all this hype over the news media channels in the USA about this? Just look at their plan for the new millennium – Afghanistan, Libya, Iraq, Syria and Iran must be neutralized since they harbor terrorism. So did 911 really happen as they say? Did they gear up this entire terrorism theme?
 
Once you know their plan (and it is public info they are not even hiding it,) you can see the long term direction. The US military is being used. The “shadow govt” is behind all this. What is the shadow govt? It is a blend of Agenda 21 advocates infused within the US govt supporting and going along with the UN mandates on “global warming” and “sustainable development”. Will Trump purge us of these supporters or is he also their patsy? )

 
The US administration wants to decrease the Iranian influence in Iraq by increasing its presence in the country. (this is certainly a worthy cause, worthy factor and has to be done and should be done.,, but is this just the excuse and what are the long term plans for US presence in Iraq?)
 
The source pointed that Washington is deeply concerned about the Iranian-backed militias (IMIS) influence in Iraq.
 
The delegation also stressed that the US will keep the existing five bases, pointing that the current number of US troops in Iraq is now 22,000 soldiers, trainers and consultants and predicted that this number could increase up to 40,000 troops. (Okay so let’s stop right here! I know I sent out an article to everyone telling us of these 5 base. Then about a month later the US denied it to the news media and claimed that only one base and it will be set up to “temporarily” help Iraq fight ISIS crisis and dislodge the Iranians. Really?
 
Okay so what just happened in this article?  Mnt Goat was right once again and here is another verification that something very fishy is amuck. These 5 bases are real and the US will have a long standing presence in Iraq. They own Iraq…period! I am not sure if even president Trump knows what they are truly doing. This long term plan didn’t happen yesterday.
 
Remember there are still some very good guys in the US govt and all are not corrupt and Agenda 21 advocates. It’s those that support the UN Agenda 21 /30 mandates and they must be “Drained from the Swamp”.
 
Do you now know what Trump was talking about when he said this? But they get the public opinion bogged down and confused over this Russian election BS to distract attention away from the real issues. We need to concentrate on what they are really doing behind our backs. This is our real concern. Look up Agenda 21 and now Agenda 30.. Google it. Go on to the UN site and read it for yourself. These bastards are even bold enough to put their goals right out in the open. They figure you are all dumbed up enough already that  no stink will ever amount to anything. What do you want to world to look like in the near future is up to you NOW!)

 

TBP: Abadi says 'never thought of running for second term'
 
Iraqi Prime Minister Haider al-Abadi said on Tuesday that he had never thought of running for a second term.
 
In statements, he added that the current dispute over raising Kurdistan's flag in Kirkuk aims to distract people away of the victories achieved by the Iraqi forces against ISIS terrorist group.
 
He added that Kurdistan's flag was raised in Kirkuk for more than 10 years and no one ever commented on that, adding that such comments and dispute only aim to confuse the people and distract them away from the government's victories. (is this dispute and controversy now being all orchestrated by the US? I am telling you they want Kurdistan for the oil! Abadi sees it too! )
 
On Saturday, the Iraqi parliament voted against a Kirkuk Provincial Council decision to raise the flag of the Kurdistan region on government institutions in Kirkuk.

The House of Representatives also stressed that the oil of Kirkuk is owned by the whole Iraqi people, and will be distributed equally to all provinces in accordance with Article 11 of the Iraqi Constitution.

The Kurdish blocs withdrew from the session. 

This comes amid attempts to hold a referendum on the independence of the Kurdistan region and the annexation of Kirkuk province. Controversy has aroused over Kurdish calls to annex areas newly liberated by the Peshmerga forces.

During a meeting with UN Secretary-General Antonio Guterres in Erbil, President of the Kurdistan region, Masoud Barzani announced a referendum on the province's independence will be held soon.

(Now the USA is slowly getting us used to the idea of the effort with Syria as they move more aggressively on this new target (goal). Iraq is just about done and time to move on to the next target- Syria. At the time, Trump had ordered Secretary of State Rex Tillerson, along with Secretary of Defense James Mattis, to create a plan within 90 days to create such “zones” within Syria in order to allow refugees in the war-torn nation to “await firm settlement, such as repatriation or potential third-country resettlement.”

Trump stated that this approach was preferable to the strategy adopted by European Union nations that resulted in the controversial influx of millions of refugees from Syria and other countries. As analysts noted at the time, the move, despite its allegedly humanitarian motivations, risked sparking something much more grave: the escalation of U.S. military involvement in Syria, which would greatly heighten the risk of conflict between the US. and the Syrian government, along with its Russian allies.
