Political analyst Fadel Abu Raghef warned of the possibility of the Electoral Commission to count and count manually by 10% on the ballot boxes sound and matched to confirm that the election results are accurate and identical to the electronic vote.

A member of the Board of Commissioners Hazem al-Ridini said that "the Commission is ready to count and manually recount the results of the elections and will be bound by the decision of the parliament if the legal context is taken," pointing out that "the order to re-counting and sorting manually will cost the state additional time to form the next government."


"UNHCR has more than 50 thousand ballot boxes and will need to prepare large numbers of staff for manual counting and counting, as well as the need to allocate a new budget to conduct the process."


In turn, the decision of the parliament, MP Emad Jokna, "The meeting will remain open and informed the deputies not to leave the country, or return to their provinces now for the continued attendance of the meetings."


Experts confirm that parliament is the only body that is entitled to contest the election results officially.


The legal expert Tariq Harb said in an interview with «Journal News» that "Parliament has the right to legally hold its sessions during the legislative holiday, but actually can not because of the reluctance of most of the deputies to attend the meetings of Parliament," noting that "the parliament has the right to amend laws or legislation During the rest of his legislative age and despite his legislative holidays, but considered extraordinary sessions on condition of completion of quorum.


He added that "the parliament can withdraw confidence from the President of the Commission after questioning and vote not to be satisfied with his answer and then vote to withdraw confidence, and this will certainly affect the results of the elections."


For his part, said the political expert, Falah Jubouri, "The parliament is the only body that is entitled to monitor the work of the Independent Electoral Commission, being an independent body subject to Parliament."


"The parliament is entitled to vote on any decision in the event of the quorum of meetings," he said, noting that "the decisions of the parliament, which is taking a vote in relation to the elections are binding decisions."


He pointed out that "the re-counting by 10 per cent constitute a large percentage of the number of voters, and the number to about one million and 100 thousand voters, a large percentage may change the election results."


New meetings were held, most notably the meeting of the US ambassador to Baghdad, Douglas Silliaman, with the leader of the Popular Gathering and the leader of the Fatah list, Hadi al-Amiri, as well as meetings between figures close to the leader of the Sadrist movement, Muqtada al-Sadr, and Sunni Arab leaders in Baghdad
According to a senior leader in the National Alliance, a member of parliament, "blocks (conquest rule of law) has made progress in negotiations with various political blocs, notably the Kurdistan Democratic Party bloc led by Massoud Barzani, as well as the coalition solution (one of the Sunni blocs).


An official in the Fatah alliance said that it had reached understandings with the Barzani bloc, including a pledge to reorganize the relationship between Baghdad and Erbil in all files, and reform the past era to meet the coalition with them, and the same applies to the block solution and small Sunni blocs in the provinces of the north and west.


He pointed out that what is happening is progress, but no final alliances have been resolved, and all pending ratification of the election results, as well as the decision of the Constitutional Court on the appeal of the Parliament of the integrity of the elections.
