[ltr]The House of Representatives held its second meeting held under the chairmanship of Dr. Bashir Al Haddad, Vice President of the Council, on Saturday 27/4/2019, in the presence of 200 deputies.


At the beginning of the session, MP Sheikh Sabah al-Saadi delivered a statement in the name of Mr. Muqtada al-Sadr addressed through the House of Representatives to the Iraqi people, stressing the importance of not putting Iraq in the conflict between Iran and the bilateral union (Trump - Netanyahu), stressing the importance of Iraq remains lofty away from The external interference, indicating that what Iraq suffered because of the war with neighboring Iran and the continuation of wars, especially the occupation of the Saddam regime of neighbor Kuwait and the domination of the occupation and terrorism, it requires the people of Iraq and its government and its parties and security forces and popular mobilization that Iraq is free of that conflict, No more nor his people.


Al-Saadi presented a group of proposals contained in the statement of Mr. Sadr, including the sending of an official and popular delegation to the Organization of Islamic Cooperation and the United Nations and sending a delegation to Saudi Arabia, which wants to converge to find a solution with Iran and send a delegation to the European Union to pressure the Second Union (Trump - Netanyahu) The conflict with the importance of forming Iraqi national groups of the army and police exclusively under the supervision of the commander-in-chief of the armed forces to protect the border from any interference and the closure of the US embassy in the event of Iraq's involvement in the regional conflict or else the embassy will be the resistance fighters again.


Saadi said that the proposals include working to stop the war in Yemen and Bahrain and Syria and the rulers immediately and the intervention of the United Nations to establish security and prepare for fair elections away from interference and the withdrawal of Iraqi factions belonging to the popular crowd from Syria and their return to Iraq immediately, pointing out that in the event of the continuation of the bilateral union The government must act similarly, defend itself and sign an agreement with Iran that stresses respect for sovereignty and an agreement with Saudi Arabia to create an atmosphere of peace in the region and to send delegations to the religious authorities in Iraq, Pain, led by Sheikh Al-Azhar and the Pope of the Vatican.


The Council postponed the first reading of each of the draft law for the discharge of land and orchards within the basic design of the city of Baghdad and municipalities, the draft law of the first amendment to the law of the Royal Claims No. 13 of 2010 and the bill to organize Allawi selling fruits, vegetables and animals and the draft law on protection from domestic violence until maturity and then presented in the meetings Coming.


The Council also decided to include a proposal to repeal the decision of the Revolutionary Command Council No. 459 of 1987 for the purpose of halving the city of Mandali and returning it to the district instead of on the agenda in future sessions after referring it to the legal committees and the regions and governorates not organized in the region for discussion.


The Presidency of the Council called to read the report and discuss the draft law of the Sixth Amendment to the Law of Implementation No. 45 of 1980 and submitted by the Legal Committee.


For his part, Bashir Haddad, Deputy Speaker of the House of Representatives parliamentary blocs to speed up the decision to name the heads of parliamentary committees for the purpose of legislation of the important laws and the completion of the tasks assigned to it.
