BAGHDAD / The UN Security Council unanimously adopted resolution 2470 to extend the mandate of the United Nations Mission in Iraq (UNAMI) until 31 May 2020.

The resolution, issued during a special session in Iraq held on Tuesday, May 21, 2019, the independence Iraq, its sovereignty, unity and territorial integrity, and expresses its support for Iraq in addressing the challenges it faces in the context of continuing post-conflict stabilization efforts and its transition to the task of recovery, reconstruction and reconciliation.

The Security Council has decided that the Special Representative of the Secretary- The Government requested Iraq Of, several tasks , including the priority to provide advice, support and assistance to the Iraqi people and government to promote inclusive political dialogue for all and the promotion of reconciliation at the national level and at the community level to give.

The United Nations responds to a request by Nechirvan Barzani on Article 140 of the Constitution of Iraq

"

The announcement of the first official of the United Nations in Iraq came after a request by the Prime Minister of the Kurdistan Region, Nechirvan Barzani, to the Secretary-General of the United Nations and members of the Security Council.

Often, in cases where there are problems, the weaker party in the conflict resorted to the United Nations to seek international mediation in order to obtain, at least through international legitimacy, part of its rights. On the subject of Kirkuk and Article 140, the Kurds are considered the weakest party, Article 140 of the Constitution of Iraq has political and military power to sit at the negotiating table, as in the past, and negotiate with Baghdad on those areas.

Therefore, the letter of Nejirvan Barzani to the United Nations, the beginning of the process of resolving the issue of Article 140 and reduce the damage to the Kurds during the events of 16 October 2017, Barzani suggested in his letter that "the United Nations can play a key role" as an intermediary " Between Baghdad and Erbil to resolve the outstanding problems between them, "including the application of Article 140 of the Iraqi Constitution."

Plashkhar, before her visit to New York, met in Erbil with Nechirvan Barzani and discussed with him the conditions of the disputed areas, and both sides to normalize security conditions in those areas and the return of citizens to their areas through coordination between Erbil and Baghdad, Kurdistan Region for the meeting.

In a draft resolution, the UN Security Council extends the mandate of UNAMI and sets priorities for the mission during the extension period. The issue of Kirkuk and Article 140 has not been included in the mission's priorities in previous years because of Baghdad's objections.

In this regard, Iraq's representative to the United Nations did not explicitly oppose this idea. During his speech at the UN meeting on Tuesday, May 21, 2019, Iraq's Ambassador to the United Nations, Mohammed Bahr al-Ulum, described the improved relations between Baghdad and Erbil as a gain for the new Iraqi government Headed by Adel Abdul Mahdi.

"Among these things, the relationship between Baghdad and Erbil, which is at its best since its inception, and we will continue in our endeavors and coordination between us."

At a meeting on Tuesday, the UN Security Council extended the duration of the UN mission in Iraq for another year.
