According to a member of the Oil and Energy Committee Bayazid Hassan, the importance of expanding the powers of the oil-for-province and oil-producing provinces, for the advancement of the oil sector, calling to speed up the enactment of a law of oil and gas to end the disputes between Erbil and Baghdad.

Hassan said he "must expand the powers of the province and the oil-producing provinces, regarding the contract and the exploration and extraction of oil, and not to be confined, however, a specific destination, according to the text of the Constitution of Iraq."

Hassan suggested that "the plans and processes for oil joint between the federal government and the Kurdistan region and oil-producing provinces, to end the disputes relating to oil, stressing that resolving differences and disputes over oil between Arbil and Baghdad is subject to enactment of a law of oil and gas, which did not emerge until now."
