Cabinet decisions to No. 31 in the session 07.23.2013

The Council of Ministers held its thirty-first regular in Baghdad on Tuesday, July 23, 2013 under the chairmanship of Prime Minister Nuri al-Maliki issued by the Board the following decisions:

1 - Disable working hours on Thursday, 25/7 and Thursday day on 1/8 in circles all ministries except the ministries of electricity and health as planned تعليماتهما in meals always.

2 - to approve the allocation of land in the provincial centers and some densely populated districts to build housing complexes vertical by the ministries of its adherents.

3 - Sort approval and allocation of land for staff and residential segments covered in the districts and counties, according to the controls and instructions.

4 - Approval of the declaration of the Central Marshes nature reserve in principle.

5 - Adoption of the report of the Republic of Iraq of the Convention on the Rights of the Child.

8 - The Ministry of Human Rights to provide the above-mentioned report to the relevant committee in the United Nations.

9 - authorize the Minister of Transport (Mr. Hadi Farhan Abdullah al-Amiri) to negotiate and sign a draft agreement on maritime transport between the Government of the Republic of Iraq and the Arab Republic of Egypt, as amended by the State Council, according to the provisions of Article (80 / item VI) of the Constitution.

10 - Authorize the Minister of Transport (Mr. Hadi Farhan Abdullah al-Amiri) to negotiate and sign a draft agreement on air transport between the Government of the Republic of Iraq and the Government of the Syrian Arab Republic, as amended by the State Council, according to the provisions of Article (80 / item VI) of the Constitution.

11 - The Ministry of Foreign Affairs to prepare the necessary authorization documents on behalf of the Government of the Republic of Iraq to the Minister of Transport in accordance with the approved contexts, and raising them to the General Secretariat of the Council of Ministers in order to obtain the signature of the President of the Council of Ministers.

12 - Adoption of the recommendation of the Energy Committee to award the tender EPCC second phase of the operations center Halfaya own acting designs full and processing of materials, equipment and work required all to develop a field Halfaya in the second licensing round on the company EPCC Chinese, at a cost of Faculty of $ 000 (ر 957.547) dollars five hundred and forty-seven million, nine hundred and fifty-seven thousand dollars style full preparation of designs and processing, construction, monuments and EPCC and operating under the required technical conditions and the duration of the implementation of standing (14) months with a guarantee-running period (12 months), where it was recommended on the basis of the corresponding technical and lower prices.

13 - Approval of the amendments proposed by the House of Representatives a bill reconstruction of infrastructure and service sectors assigned to the Office of the Minister of State for Parliamentary Affairs under the Cabinet Decision No. (127) for the year 2011, with amend the text of the additive and considered the task of the Supreme Committee is overseeing the negotiation and contracting.

14 - the amount allocated Exchange (local wheat first class) of the affected wheat received in the provinces affected by the floods this season within the guidelines prepared by the General Company for Grain Trade.

- Issuance of the license document subsequent negotiation and signature of Mr. and Minister of Environment Mr. Sargon Lazar صليو a draft agreement in the field of environmental protection between the Government of the Republic of Iraq and the Government of the State of Kuwait.

- Issuance of the license document subsequent negotiation and signature of Mr. and Agency Finance Minister Mr. Ali Yusuf Abdul Nabi Al-Shukri a draft agreement on Economic and Technical Cooperation between the Government of the Republic of Iraq and the Government of the State of Kuwait.

- Issuance of the license document subsequent negotiation and signature of Mr. and Minister of Transport Mr. Hadi Farhan Abdullah al-Amiri on the draft air services agreement between the Government of the Republic of Iraq and the Government of the State of Kuwait.

- Issuing a document license subsequent negotiation and signing of the Minister of Higher Education and Scientific Research, Mr. Ali Mohammed Hussein al-Adeeb a draft agreement between the Government of the Republic of Iraq and the Government of the State of Kuwait in the field of higher education and scientific research, according to the provisions of Articles (6 and 28) of the Contract Law of Treaties No. (111) 1979, as amended.

- The Ministry of Foreign Affairs to prepare documents leave subsequent behalf of the Government of the Republic of Iraq to the pad and environment ministers, finance, transport, higher education and scientific research in accordance with the contexts approved and submitted to the General Secretariat of the Council of Ministers in order to obtain the signature of the President of the Council of Ministers.

- Entry into force of a memorandum of understanding for cooperation between the Institute of Saud Nasser Al-Sabah Kuwaiti diplomat in the Foreign Ministry of the State of Kuwait, the Foreign Service Institute of the Ministry of Foreign Affairs of Iraq, as well as the executive program for cultural cooperation between the Ministry of Culture of the Republic of Iraq and the National Council for Culture, Arts and Letters in Kuwait for the years (2013-2015 ) that have been signing by the Minister of Foreign Affairs.

16 - to approve the exception of the Ministry of Science and Technology Ptaakedha with the Italian company to launch a satellite Iraqi instructions and implementation of government contracts and payment of contract in full (000.60) Euro (sixty thousand euros) through the Trade Bank of Iraq, knowing that the allocation exists.

17 - to approve the exception of the Ministry of Education of the Council of Ministers Resolution No. (223) for the year 2013, paragraph (2) thereof and the adoption of testing concrete ready-to-two (37/38 call directly / 2011) in the laboratories of Scientific Society of Jordan (RSS) subject to obtaining the certification according to the specifications (ISO 17025).
