The House of Representatives terminates the reading of the legal proposal of the Nursing Association and the Federal Executive

April 13, 2017



The House of Representatives ended its twenty-fifth ordinary session held under the chairmanship of Dr. Salim al-Jubouri, the Speaker of the Council and the presence of 212 deputies on Thursday, 13/4/2017, reading two bills and vote in principle on a parliamentary resolution on the Anfal crimes.

At the beginning of the session, MP Farhad Qadir read a statement on behalf of the House of Representatives on the anniversary of the terrible Anfal tragedy against the Kurdish people at the hands of the former regime, in which he stressed the responsibility of the former regime to carry out the Anfal operation, which killed 182 thousand Kurdish citizens buried alive before the eyes of the international community, The High Criminal Court and the House of Representatives considered the Anfal case a genocide.

The statement called for meeting the rights of the Anfal and implementing the steps of material and humanitarian compensation and removing the effects of pollution and environmental damage through a deliberate approach and financial monitoring in cooperation with the Kurdistan Regional Government. It is important to move internationally to obtain international recognition of the crime. To compensate the population of the targeted areas and rehabilitate their environment and to include the Anfal crimes in school textbooks as well as to prosecute those involved in the crime and to bring them to justice and to consider April 14 as an annual in all parts of Iraq and the Iraqi government's accession to the Rome Convention to prevent the father Collective.

Then the ladies and gentlemen read the Surat Al-Fatihah to the souls of the Martyrs of the Anfal process.




The Presidency decided to postpone the vote on the first amendment bill to the general amnesty law No. (27) for the year 2017 submitted by the legal committee at the request of the representative of the government and the competent committee until reaching a consensus on the draft law.



The Council voted in principle to reject the draft law abolishing the decision of the Revolution Command Council (dissolved) No. 204 of 2002 submitted by the Health, Environment and Legal Committees to the government and commissioning a bill addressing the objection.

The Council voted in principle on the wording of a parliamentary resolution on Anfal crimes carried out by the former regime against hundreds of Kurdish villages, ensuring that April 14 is considered a national day to commemorate the Anfal crimes, establishing a special fund to compensate the Anfal people and establishing a center for the translation of documents relating to the Anfal. And the establishment of a monument to the Anfalin in one of the squares of Baghdad and the launch of the Anfal file in international forums to identify them.

President al-Jubouri presented the parliamentary decision to the relevant committees and took the government's opinion on what he said.

On the other hand, Mr. Jabouri announced the presentation of the names of absentee MPs who exceeded the legal limit in the session on Saturday to take a decision in this regard.



The Council concluded the first reading of the proposed law of the Nursing Syndicate submitted by the committees of civil society organizations, legal, financial, health and environment, which is in line with the changes that have occurred in the nursing and midwifery professions since 1959 and increasing the number of males involved in the profession and in line with the law of practicing nursing and midwifery professions No. 96 of 2012 and the importance of achieving the desire Angels of nursing and midwifery in organizing themselves and selling in the union manages their affairs and defend their rights and the development of cognitive skills and potential and improve the economic and social level.



The Council completed the first reading of the proposed law of the Federal Executive Authority submitted by the Legal Committee to meet the requirements of change in the system of government in Iraq and in accordance with the basis of the Constitution of the distribution of powers between federal and non-federal authorities and to meet the requirements of forming the government on the basis of a fixed based on the Constitution assigned to the executive authority of exclusive terms of reference and a common view of what is likely taking its mandate from the authorities assigned to the governorates not organized in a region.

President al-Jubouri introduced the draft law to a vote in principle at a future meeting.



The Presidency decided to postpone the report and discussion of the draft law of the first amendment to the Law of Antiquities and Heritage No. (55) for the year 2002 submitted by the committees of tourism, antiquities, endowments, religious affairs, culture and flags at the request of the competent committees.



Then it was decided to adjourn the meeting until Saturday, 15/4/2017.
