[ltr]The House voted in its 29th ordinary session held under the chairmanship of Dr. Salim al-Jubouri, President of the Council and in the presence of 180 deputies on Thursday 27/4/2017 to condemn the Turkish aggression on Iraqi territory and the law of Basra, Iraq's economic capital.

At the beginning of the session, MP Ahmad al-Asadi read out a statement congratulating the Iraqi people on liberating the urban district from the control of the organization calling the terrorist, stressing the complete liberation of the urban city by entering the popular crowd of the judiciary after liberation yesterday parts of the historic city. On the other hand, the Speaker of the House of Representatives announced the timing of the oral questions submitted by the ladies and gentlemen, indicating that the date of 9-5 dates for the hosting of the President of the Office of Financial Supervision and on 13.5 dates for the Minister of Municipalities and Construction and on 11.5 dates to attend Chairman of the institution of political prisoners and set a date of 13-5 dates for the presence of the Minister of Electricity and 11 - 5 dates to attend the President of the National Investment Commission and on 25-5 dates to attend the Minister of Commerce.

President al-Jubouri noted that no date has been set for the presence of the Minister of Higher Education for his travel, as well as a later date for hosting the Prime Minister, the Minister of Water Resources, the Minister of Oil and the Chairman of the Electoral Commission to answer an oral question.

In another context, President al-Jubouri announced that the Minister of Agriculture had sent an official letter to ensure that he would not be prevented from attending the interrogation session set out in 29.4. The Council postponed the first reading of the draft law of the Council of State to next week, submitted by the Legal Committee pending a debate on it with the presidency of the Republic and the Council of Ministers.

The Council completed the first reading of the proposal of the Special Degrees Law for Independent Bodies submitted by the Finance, Legal, Martyrs, Victims and Prisoners Committees, which was in line with the call to streamline ministries and state institutions, reduce financial expenditures and public expenditure, and restructure and standardize the jobs of heads of independent bodies and their deputies. ) On 12/11/2015.

The Council concluded the first reading of the draft law on communications and information provided by the committees of culture, information, services and reconstruction for the organization and management of the communications and informatics sector in the Republic of Iraq and the formulation of its general policy and determine the competent authorities in the process of allocation and organization of frequencies and granting licenses and vacations and protect national wealth in these sectors and ensure optimal use of spectrum And to encourage investment in the telecommunications sector and ensure the protection of the interests of beneficiaries and provide the best services for them and keep pace with technological development and support economic development in this area.

The Council completed the first reading of the draft law of the Iraqi National Oil Company submitted by the Committee of Oil and Energy for the purpose of establishing the Iraqi National Oil Company and enable it to promote its work in the best way and ensure its exercise of its work in the manner of independence and to apply the provisions of Law No. 123 of 1967.

The Presidency decided to postpone the first reading of the health insurance bill submitted by the Health, Environment, Labor and Social Affairs Committees at the request of the Health Committee.

The Council concluded reading a report and discussion of the proposed law on the operation of the first graduates submitted by the committees of higher education and scientific research, financial and legal.

In the interventions of the ladies and gentlemen MPs MP Riad Gharib stressed that the proposed law contributes to encouraging students and their efforts in the study.

MP Adnan al-Asadi said that the law proposal is in line with the efforts made by the first graduates, calling for the inclusion of institutes and colleges in the civil law.

She noted the need to include the humanitarian colleges and give priority to the government colleges for morning study with the importance of giving the first three students in each college priority of appointment.

MP Hanan al-Fatlawi asked to clarify the authority that obligates the ministries to appoint the top three students in the event that he does not receive an opportunity to be appointed to the colleges.

MP Ammar Tohme said that the law proposal will provide an opportunity to benefit the state institutions by providing them with efficient elements.

For his part, Mr. Turhan al-Mufti, representative of the government, said that the government has its own observations on the proposed law, which will be finalized through meetings with the concerned committees soon.

In its response to the interventions, the committee stressed that the universities included in the proposed law are not limited to public universities but all universities officially recognized, pointing out that the law includes the first three on the practical and humanitarian sections, pointing out to take into account the comments of the ladies and gentlemen of the deputies to prepare the proposed law.

MP Fratt al-Tamimi pointed out that the previous experience of local governments proved the need to reduce the members of the provincial councils to include executive posts in the local government, especially those related to the deputies of the provincial council chairman and his advisers.

The MP Hassan Tauran that the draft laws on local governments are working to reduce the powers of provincial councils, which is contrary to the Iraqi constitution.

MP Alia Nassif suggested that a member of the provincial council should take over the administration of the districts and districts to which he belongs.

Deputy Hamed al-Khudari pointed out that the proposals do not have financial obligations but rather rationalize the dues. He called for a reduction in the number of advisors and executive assistants in the local councils.

In its response to the interventions, the committee pointed out that reducing the number of members of the provincial council should be based on logical and practical criteria with finding a solution to the fate of members of districts and neighborhoods in the provinces. The Council completed a report and discussion of the proposed amendment of the Second Law of Sports Clubs No. (18) of 1986, submitted by the committees of youth and sports and civil society institutions.
