Alsumaria News published the text of the second sermon for Friday prayers by the Imam of the representative of the Supreme Religious Authority Sheikh Abdul Mahdi al-Karbalai on 13/7/1431 AH corresponding to 27/7/2018, which touched on the current political situation in the country.

It said:

Everyone knows what has happened to the situation of the country and the suffering of these days of various problems and intertwined crises. The religious authority has long appreciated what could happen if serious and genuine steps are not taken to reform, combat corruption and achieve social justice. Here over the past years, dictated by the moral position of advising officials and citizens to avoid access to the current tragic situation.


The religious authority has repeatedly advised senior government officials and leaders of political forces to recognize the magnitude of their responsibility and to renounce artificial differences, which are based solely on personal and factional interests. They collect their words on the administration of the country in order to achieve well-being and progress for their people and to take justice in granting salaries and benefits. And allocations .. And work for reform .. And refrain from protecting the corrupt parties and their owners ..

In a Friday sermon three years ago, I warned them that those who are opposed to the reform and are considering that the demands should be mitigated, must know that reform is a necessity. If the demands of the reform fade away, they will come back at a much stronger time, Mundim ..

As advised the citizens whenever the date of the parliamentary and local elections that the reform and change for the better, which is the demand of all and the urgent need of the country will not be achieved only by you and if you do not work correctly, it will not happen, and the best mechanism for him is conscious participation in elections based on good choice, The election of the competent good who is keen on the supreme interests of the Iraqi people ... and prepared to sacrifice in the service of his sons,
To this end, the religious authority demanded that the electoral law be fair and that the votes of voters should be protected and that they should not be circumvented.

And that the Electoral Commission is independent - as decided by the Constitution - and not subject to partisan quotas, and warned that failure to provide these conditions will lead to the despair of most citizens of the electoral process and reluctance to participate in them.

However, as everyone knows, things did not go according to the wishes of the religious authorities. Most of the citizens continued to suffer because of the lack of services, the spread of unemployment and the unprecedented decline in the agricultural and industrial sectors. This is a natural result of the widespread financial and administrative corruption in various state institutions and institutions ... and stay away from professional controls in their management and management.

Today, after all the attacks in the last few weeks of attacks against peaceful demonstrators and the security forces and public and private property and dragged - unfortunately - to bloody clashes left a large number of victims and wounded, it is necessary to work in two tracks:

First: To find the current government to achieve what can be achieved urgently demands of citizens and thus reduce their suffering and their brothers.

Second: The next government should be formed as soon as possible on the right bases of efficient and fair competencies. The Prime Minister shall bear full responsibility for the performance of his government and shall be firm and strong and courageous in combating financial and administrative corruption which is the basis of most of the country's suffering. Bad conditions - and this is his first duty and his main task, and wage a relentless war on the corrupt and their mothers,
The Government undertakes to work in accordance with a program based on scientific principles, including taking effective and studied steps, including the following:

1- Adopting proposals for bills to be submitted to the Chamber of Deputies, including the repeal or amendment of the laws in force which grant rights and privileges to certain categories, which are incompatible with the promotion of equality and justice among the people.

2 - submit draft laws to the House of Representatives to fill the legal gaps that are exploited by the corrupt to achieve their purposes,
And gave the Integrity Commission and other regulatory authorities broader choices in fighting corruption and standing up to the corrupt.

3 - strict controls in the selection of ministers and other government appointments, especially for senior positions and special grades so as to prevent those who are not competent and accused of corruption and those who discriminate between citizens according to their sectarian or political affiliations and those who exploit government sites in favor of themselves or their relatives or parties and so on.

4 - Instructing the Office of Financial Supervision to end the audit in the final accounts of the general budgets in the past years and all contracts and financial allocations for previous years at the level of each ministry and governorate, and the need to announce the results of the audit with high transparency to reveal the manipulators of public funds and those entrusted with them in preparation for accounting the defaulters and bringing the corrupt to justice.
The next House of Representatives must take seriously all the reform steps and approve the necessary laws for that,

If the government disengages itself from what it undertakes or obstructs the matter in the Chamber of Deputies or the judiciary, it is only up to the people to develop their peaceful protest methods to impose their will on the officials, supported by all the good forces in the country,
Then the scene will have a different face than it is today,

But we hope that there is no need to do so and the reason, logic and interest of the country will prevail in those who are in positions of responsibility and with the decision to settle it before it is too late. And Allah is rewarded for righteousness.
