Basra province has been witnessing for months months angry demonstrations demanding services, primarily drinking water and electricity, and developed into the intervention of security forces, killing a number of demonstrators and wounding others, and burned government buildings and headquarters of parties in the province, in addition to the Iranian consulate.


The commander-in-chief of the armed forces, Prime Minister Haider Abadi, decided earlier Saturday to transfer the security units responsible for the protection of government institutions and the Iranian consulate in Basra to investigate "for not carrying out their duties."

He added that the committees "set a time limit of 45 days to end all immediate needs, or what needs a longer period will be determined later, as well as the formation of a security cell to protect Basra and impose security as soon as possible so that the people are safe from all internal and external interventions, "I am here to prepare for the protection of the people and the demonstrators and in coordination with the security authorities."

Al-Sadr called for "the work of sending impartial judicial bodies to work to hold the perpetrators and aggressors of the two sides accountable, whether the security forces that attacked the demonstrators on the one hand or those who attacked the public, private, diplomatic and other property. A statement to the Information Office of the House of Representatives, received the agency {Euphrates News} copy of it today, "At the outset of the meeting, welcomed the head of the elderly Haidar Abadi, Prime Minister and the ministers concerned, noting that Basra has been subjected to injustice in various covenants and currently suffers from neglect and water scarcity , Criticizing the exposure of demonstrators live bullets and prevent demonstrations, and called on the Prime Minister to clarify what is taking place and take the necessary measures to address the situation.

For his part, Abadi stressed that the Basra is full of its citizens despite the challenges we face part of the political, stressing that the demands of the people of the maintenance of services right, calling for the isolation of the political side of security and service and warned of turning the dispute into a gunman.

Abadi said that the peaceful demonstrators condemn acts of vandalism and assert that they are outside the province, pointing to holding a series of meetings, the most recent of which is the cabinet meeting today, which was devoted to discussing the security and service situation in Basra and included decisions to compensate the civilian and military victims and to send a ministerial team until completion of tasks and release of funds allocated under the administration The team as well as assigning the security forces to enforce the law to protect public and private property and emphasize the right to peaceful demonstration and support the initiative of civil society in the campaigns of reconstruction and cleaning.

In their interventions during the meeting, Qassim al-Araji, Minister of Interior, said that the ministry issued clear orders to protect the demonstrators since the beginning of last July, pointing to the issuance of penalties for all those who assaulted the demonstrators and left their positions to protect the government institutions, announcing the intention of the ministry to make a change in some security leaders in order to give An opportunity to accommodate the situation, stressing the need to protect Arab and international embassies and consulates.

Minister of Defense Irfan al-Hayali explained that the armed forces are not authorized to fire at any citizen because the army and all the supporters of the popular crowd and the Peshmerga forces are people of the people and defended it and made sacrifices.

The Minister of Water Resources, Hassan al-Janabi, said that there is a shortage of services accumulated over the years in Basra, explaining that the ministry is responsible for providing people with raw water while the treatment is subject to other institutions, pointing out the state of pollution did not occur in the system of raw water but water distribution networks, In response to this situation, the Government has taken several measures, including an increase in releases in some areas due to increased demands.

For its part, noted that Nafie Minister of Municipalities and Construction that Basra suffers from water scarcity and salinity since the eighties of the last century, noting that the existence of an important project funded by the Iraqi government and Japan began to be established in 2014 will be accelerated completion in accordance with the time limits set for him at the end of this year in the event of stability of the security situation, Stressing that the ministry has solutions to the crisis by linking the station in the sports city with the water network of the center of Basra.

The Minister of Health, Adila Hamoud, said that the ministry has decided to send an integrated team after the recording of intestinal infections in the health department of Basra above the normal rates to know the reasons, pointing out that the tests proved the presence of high rates of salt in the waters of the basin that provides citizens water from the Shatt al-Arab, The absence of toxic substances in the water, pointing out that the ministry has used the World Health Organization and UNICEF for the need to conduct other tests of drinking water and proved the tests to the existence of bacterial infections causing diarrhea and accounted for 9% of the cases diagnosed injuries, especially that most of the origin A total of 6918 infections were caused by high salt content in the water.

For his part, Assaad al-Eidani, governor of Basra, said the central government gave the local government in Basra powers to implement the government's decisions and address the problems, noting that Basra has not received from the funds allocated only 6 billion dinars, while allocated more than 3 trillion dinars, stressing the existence of a large lag in the implementation Projects.

The Governor of Basra expressed his readiness to take full responsibility in the implementation of projects, especially with regard to water projects.

In statements to deputies, MP Hassan al-Akoli stressed the importance of not exchanging accusations on the situation in Basra, since everyone is responsible for what the governorate has reached, calling for realistic solutions that are now feasible.

MP Faleh al-Khazali said that the solutions to most of the problems of Basra province falls on the federal government, especially with the lack of financial allocations for the projects of the province, adding to the province of Basra, the worst environmental city in the world to the existence of large areas containing remnants of war, accusing the US Consulate to support some of those who contributed to incitement On the events of Basra.

MP Osama Najafi stressed that Basra is a fundamental pillar of Iraq, which requires the removal of the political conflict, pointing to the existence of internal conflicts and foreign agendas applied in Basra, which requires attention to him, calling for the transformation of all the possibilities of the State led by the Prime Minister to Basra to follow the work on the ground and Normal.

For his part, MP Kazem al-Shammari pointed out that the crises unite efforts to solve them, especially the need to preserve the province of Basra and away from the problems, urging the Council of Ministers to implement the decisions issued by the Council of Ministers immediately and with the support of the deputies of Basra.

MP Sabri expressed her support for the right to demonstrate peacefully and reject any acts of sabotage and burning of state institutions and consulates.

MP Ahmad al-Asadi said that the current crisis solutions to the central and local governments by providing the necessary funds allocated to the budget in 2018 in addition to taking advantage of the financial abundance due to oil prices.

MP Faleh al-Sari called on the Council of Ministers to set clear time-frames for submission to the House of Representatives, proposing to form a parliamentary committee to follow up the decisions of the Council of Ministers including the deputies of Basra.

For his part, MP Ammar al-Tohme to unite efforts to address the crisis in Basra and the transfer of ministers concerned to the province of Basra as well as increase water releases by unifying the diplomatic efforts of the three presidencies to neighboring countries.

MP Adnan al-Zarfi said that the problem is focused on the work of the State Departments and the mechanisms of implementation, stressing the existence of a large reluctance in the implementation of projects by the Ministry of Municipalities and Works.

MP Sabah al-Saadi pointed out that the solutions must be within specific time limits committed by the central and local government.

MP Khalid al-Mafraji called for all government capabilities to be directed to Basra for the purpose of solving the problems.

MP Muzaffar al-Waeli called for the immediate dismissal of the head of Basra operations, calling on the Ministry of Water Resources to increase water releases from the emergency water reservoirs.

He urged MP Ahmed al-Jubouri not to involve the military and security forces in the crisis in Basra, and called for meetings of the Council of Ministers in Basra on an ongoing basis.
