[ltr]The House of Representatives voted in the fifth session of the second legislative term for the first legislative year in the fourth electoral cycle under the chairmanship of Mr. Mohamed Halboussi, the Speaker of the House of Representatives on Sunday 24/3/2019, in the presence of 274 deputies, to dismiss the Governor of Nineveh and his deputies and approved resolutions on recommendations on the ferry incident and address the general situation in Nineveh While he finished reading three laws.
At the beginning of the meeting, Mr. Halaboussi presented the condolences to the families of the victims of the ferry in the city of Mosul.
And read the ladies and gentlemen of the House of Surat Al-Fatihah to the souls of the victims of the tragedy of the ferry and the martyrs of Iraq all.
He called on the council to begin removing corruption in cooperation with other authorities and to announce clear quality standards that are strictly observed in various areas of life through the concerned authorities with Encourage the media to show the bright side and national cohesion and the integration of the media and the press to assess the negative cases in addition to pursuing all extortion by names and addresses respectable to Iraqis and raise the security and service capabilities to deal with disasters quickly and the enactment of a law on the sacrifice Any public disaster.
The council voted to sack Nineveh Governor Nofal Hammadi Al-Aakoub and his deputies Abdul Qader Abdullah and Hasan Zunan on the proposal submitted by the Prime Minister for neglecting and shortening their duty and responsibility, wasting public money and exploiting the job .
The Council also completed a vote on a parliamentary resolution that includes recommendations to the government and the judiciary, including the completion of fundamentalist investigations regarding the ferry incident, the accountability of the defaulters, the victims of the incident and the compensation of the victims of the incident, while ensuring the right of their relatives to resort to the judiciary and adding all cases of financial and administrative corruption.
Mr. Halabousi stressed the readiness of the House of Representatives to consider all requests for compensation of the affected people of the Iraqi people.
The Council also voted on a parliamentary resolution including recommendations addressed to the Prime Minister, the Commander of the Armed Forces, and the President of the Judicial Council, which included the unification of the military command and control of the military forces and the completion of the existing military forces to ensure the adaptation of the sons of the province and the redeployment and deployment of military forces to maintain security. In a related context, the Speaker of the House of Representatives formed a delegation of deputies to the Council to visit the city of Mosul and meet the families of victims of the accident ferry.
The Council completed the first reading of the draft Law on Illegal Profits submitted by the Integrity, Legal and Financial Committees to protect public funds, prevent conflicts of private interests with the public interest, and ensure the legality of the confiscation of the funding of political and non-governmental organizations and to subject those who exploit their jobs to illegal enrichment of public funds Oh.
The Council completed the first reading of the draft industrial cities law submitted by the Committee of Economy and Investment for the purpose of organizing the establishment, development, management and operation of industrial cities in accordance with contemporary experiences and with the aim of encouraging and expanding private investment and strengthening the capabilities of the national economy.
The first deputy speaker of the House of Representatives, Hassan al-Kaabi, during his presiding over part of the session on postponing the first reading of the draft law to address the abuses of housing and submitted by the committees of services, reconstruction and legal, and presented in another session after a joint meeting with the relevant committees on Tuesday.
The Council ended the first reading of the draft law on the first amendment to the law of seizure and confiscation of movable and immovable property belonging to the pillars of the former regime No. 72 of 2017. (Baghdad: Al Furat News) The Speaker of the House of Representatives Mohamed Halbousi, opened on Sunday, the fifth session of the second legislative term.
At the beginning of the session, Halaboussi delivered a speech in which he expressed his condolences to the families of the victims of the ferry incident in Nineveh province, during which he stressed the need to work seriously and urgently with the executive authority in order to identify the reasons that led to the ferry incident in Mosul and to find solutions for not repeating it.
The President of the House of Representatives stressed the need to stand by the victims of the victims in a manner commensurate with the magnitude of the disaster, and in this regard, presented a road map and a range of solutions before the House of Representatives, which emphasized the following points:
1 - Start the project to remove corruption by activating the legal provisions vested in the executive authority in cooperation with the supervisory and legislative authority, as the Prime Minister began his address to the parliament to remove the governor of Nineveh, and expand the scope of this trend to include other provinces and institutions of corruption.
2 - Declaring clear quality standards whose implementation is strictly and firmly monitored in all aspects of life (food, health, public services, goods of all kinds) from the farthest point of Iraq to the heart of the capital Baghdad, through the organs of the judiciary, economic security, The citizen is the primary actor in the control process.
3. Encouraging the media to show the bright and positive aspect of national cohesion, as was the case in the transfer and dissemination of popular reactions in the ferry incident, and the integration of the media and the press with the organs of the state and the citizen; to monitor negative cases and evaluate them accurately and professionally without defamation, politicization or personalization.
4 - To prosecute all extortion and suspicious economic partnerships practiced with names and addresses respectable to the Iraqis, with the aim of profiting on the one hand and abuse these titles on the other.
5 - Increase the capacity of service and security services to cope with their potential while dealing with emergency disasters, and dealing with them quickly and professionally higher; in order to reduce the losses resulting from those disasters.
6. The enactment of a law on victims of public disasters, such as the Victims of Terrorism Act, which takes into account the benefits of the families of the victims;
