[ltr]The House voted in its 28th session held under the chairmanship of Mr. Mohamed Halboussi, the President of the Council on Thursday 27/6/2019 in the presence of 180 deputies to amend the Companies Law and ended the reading of five draft laws.

At the beginning of the meeting, the President of the Council directed the Security and Defense Committee to hold an emergency meeting on the fire of the Mashraq plant, hosting the concerned parties and informing the Council of the results.

For his part, explained the representative of the government in the House of Representatives that cadres of civil defense went to the site of the fires in the village of Mashraq and managed to control it, noting the fire after the stores of sulfur.

Then, the Council voted not to grant Ms. Zahida Mohammed Abdullah Al-Obeidi the confidence to fill the post of Minister of Education after the Prime Minister sent a request to vote on it to the House of Representatives.


In the same context, Mr. Halabousi presented the curricula vitae of candidates for the posts of independent bodies and deputy ministers to the ladies and gentlemen of the deputies to vote in the coming sessions.

The President of the Council pointed out that in the event of failure to resolve the government to terminate the positions of the state proxy within the specified time period, it must submit a request to the Council of Representatives to amend the paragraph on the General Budget Law for the year 2019.


The Council decided to postpone the vote on the law of the first amendment to the law of seizure and confiscation of movable and immovable property belonging to the pillars of the former regime No. (72) for the year 2017 and submitted by the financial and legal committees and reconciliation and tribes to the meeting on Saturday.

During the meeting chaired by Vice President Dr. Bashir Al Haddad, the Council concluded the first reading of the draft law on the accession of the Republic of Iraq to the Convention on the Protection of Motherhood No. 183 of 2000, submitted by the Committees on Foreign Relations, Women, Family and Childhood. Child safety and in order to further promote equality for all working women and for the purpose of acceding to the Convention.

The Council completed the first reading of the draft Protocol on Ratification of the Protocol of 2014, supplementing the Convention on Forced Labor No. 29 of 1930, submitted by the Committee on Foreign Relations, which aims at ensuring decent work for all and without eliminating forced labor in all its forms and for ratifying the Protocol.

The Council called for reading the report and discussion of the draft law of the first amendment to the Law of the Ministry of Education No. 22 of 2011 and submitted by the committees of education and finance.

The Council completed the reading of a report and discussion of the draft amnesty law on fiscal sanctions submitted by the Finance, Economy and Investment Committees.

The interventions of the ladies and gentlemen focused on the importance of amending the amount of fines commensurate with the current value of the market, and calling for changing the name of the law and making it a reconciliation of tax penalties.

The Council voted on the draft law amending the Companies Law No. (21) of 1997 submitted by the Economic, Investment, Culture, Information and Tourism Committees and the effect of the need to establish holding companies in order to support the national economy and to regulate their legal provisions.


Organizing the participation of foreign capital in joint and limited companies in order to increase the amounts collected under the law and enable the Minister of Trade to reconsider them, and to provide opportunities for Iraqi companies to compete as well as the transfer of technology and technologies to Iraqi companies.

During the meeting, which was chaired by Mr. Hassan Al-Kaabi, the Board completed a report on the draft investment law submitted by the Committee on Economy and Investment.

The interventions of the ladies and gentlemen focused on the exclusion of some minerals from investment by private sector companies such as phosphate and iron, and restrictions on the field of investment and non-expansion and relaxation on the export of non-processed materials.

In response to the interventions, the Committee stressed that taking into consideration the proposals put forward to prepare the draft law, a demand to limit the investment of mineral resources to the Ministry of Industry.

In a related matter, the House of Representatives ended the reading of a report and discussion of the draft law of the industrialization of the military and provided by the Security and Defense Commission.

In their interventions, the ladies and gentlemen demanded that manufacturers be subject to corporate law in support of the principle of national security, and oblige the Ministry of Defense, Interior, Popular Mobilization, National Security and the Intelligence Service to purchase the equipment of the Military Industrialization Organization to support its domestic production and to involve the private sector in the manufacturing process Military, in addition to the proposal to link the body with the Ministerial Council for National Security, and the absence of a vision of the government on planning for the future of the Iraqi economy.

In its response to the interventions, the Committee stressed that it should take into account the proposals put forward and the need to legislate the law.

The Council postponed the completion of the discussion of the draft law of the Federal Supreme Court and submitted by the Legal Committee to the next meeting.

Regarding the general discussions, a number of ladies and gentlemen stressed the need to determine the nomination mechanisms for the special grades and their selection on the basis of efficiency and competence rather than according to the principle of party quotas.


It also demanded the amendment of Law No. 59 of 2017 concerning the appointment of higher degree holders.


Now about the plan of investment projects that started the law of the general budget despite the existence of financial allocations, and the need to address the concerned authorities in the government to mobilize their energies to control the fires of Mashraq and the use of military engineering effort to support the civil defense teams there, The elimination of the scourge of drugs and seek not to spread rampant in Iraqi society, in addition to demanding the lifting of the Baghdad governorate waste from the flowers Husayniyyas area, and review exam modified certificate for graduates of pharmacy students outside of Iraq and give them a second chance for the exam.

For his part, Mr. Hassan Al-Kaabi announced the contact with the concerned authorities, which revealed their control over the fire in Mashraq by 85% and the work is underway to put it down permanently, and directing the Parliamentary Services Committee to send a letter to the province of Baghdad and the Secretariat of the capital to raise waste.

Mr. Al-Kaabi directed the parliamentary department to count the names of candidates for special grades sent to the House of Representatives from previous governments since 2005 and so far, and to explain the reasons for the delay of the names of the Federal Service Council.

On the other hand, the President of the Council explained that the administrative orders issued by directors and private positions appointed by proxy after the date of 30 June will be suspended in accordance with the General Budget Law, which included an article on ending the administration of the State's proxy posts. The next legislative term.
