[ltr]The House of Representatives ended its sixth session of the first legislative term of the second legislative year of the fourth parliamentary session, which was held under the chairmanship of Mr. Mohamed Halbousi, Speaker of the Council and the presence of 170 deputies on Tuesday 24/9/2019, read and discuss six laws and a vote on the formation Two investigative committees on the contracts of the Ministry of Oil and the damage suffered by the people of villages north of Rabia district in Nineveh.


At the outset of the meeting, President al-Halbusi announced a meeting with the heads of political blocs and the competent committees on Thursday on the committees to preserve the sovereignty of Iraq and the return of displaced people voted by the Council.


The Security and Defense Committee reviewed its detailed report on recent security incidents after the vote on the confidentiality of this agenda item.


The council voted to form a fact-finding committee on the damage suffered by the people of the villages north of Rabia district, to be chaired by the Vice-President of the Council, Mr. Bashir Haddad, and the membership of a number of deputies of Nineveh province.


On the other hand, the Council voted to form an investigative committee chaired by the First Vice-President of the Council and the membership of 10 deputies of the committees of integrity, oil, energy, legal and financial to consider the contracts of oil products and projects companies and SOMO affiliated to the Ministry of Oil from 2015 and so far at the request of 52 deputies.


Then, in the meeting, which was chaired by Mr. Bashir Haddad, the Council read the report and discussed the draft law of accession of the Republic of Iraq to the Paris Convention annexed to the United Nations Framework Convention on Climate Change of 1992 submitted by the Committee on Foreign Relations.


A number of interventions by ladies and gentlemen deputies on the importance of studying the terms of the Convention before ratification because of the financial obligations of Iraq in the event of accession, in addition to calling for a vote on the Convention with the definition of the functions of the Secretariat of the implementing body of the Convention and the extent of its constitutional and practical suitability.


In its response to the interventions, the Committee underlined that the legislation on accession to the Convention had been completed after considering all the views and proposals put forward.


The Council completed a report and discussed the draft law of accession of the Republic of Iraq to the Convention on Safety and Health in Agriculture No. (184) for the year 2001 and submitted by the committees of external relations, agriculture, water, marshes, health and environment.


The Council completed the first reading of the proposal of the Law on the Protection of Diversity and Prevention of Discrimination submitted by the Human Rights, Endowments and Religious Affairs Committees for the richness of Iraq as a multinational, multi-religious, sectarian and cultural country. Social and peace-building.


The Council completed the first reading of the proposal of the law against torture submitted by the Human Rights, Endowments and Religious Affairs Committees for the serious impact of this crime in undermining the citizen's confidence in the rule of law and the fairness of judicial judgments and in order to ban all acts of torture and harmonize national legislation with the provisions of the International Convention against Torture.


In this regard, the Council concluded the first reading of the draft law ratifying the United Nations Convention on Transparency in Treaty-based Investor-State Arbitration submitted by the Foreign Relations Committee in order to apply the rules of transparency in the fair settlement of disputes in treaty-based investor-State arbitration and to promote good governance and to ratify the Convention.


The Council concluded the first reading of the draft law on the accession of the Republic of Iraq to the Second Protocol to the Hague Convention of 1954 on the Protection of Cultural Property in the Event of Armed Conflict submitted by the Committees on Foreign Relations, Culture, Tourism and Antiquities, with a view to enhancing the protection of cultural property in the event of armed conflict and to preservation of cultural property transferred through enhanced protection. Legal and criminalize the perpetrators.


It was then decided to adjourn the session until Thursday 26/9/2019.
