[ltr]The House of Representatives voted in its 25th session held under the chairmanship of Mr. Mohamed Halboussi, the President of the Council on Saturday 22/6/2019 in the presence of 214 deputies, to amend the implementation law and ended reading four laws.


At the beginning of the session, the President of the Council presented his condolences to MP Mezer Hammadi Sultan for the death of his mother and MP Belissah Abdul Jabbar for the death of her brother. He called on God to honor them with mercy and forgiveness.


On the other hand, the President of the House of Representatives explained that according to the decision of the Federal Court, which ratified the results of the elections on 3/9/2018, all the winners who were approved and sworn in as deputies until the end of their parliamentary duties, noting the enjoyment of all the rights of deputies from the moment "Pointing out that the pension rights of deputies regulated by the unified retirement law, as well as the employees of the state, stressing the need to understand public opinion on this subject.




In another matter, MP Hassan al-Akouli submitted his resignation from the membership of the Council to the presidency of the Council, in protest against the delay in the implementation of the government program and the achievement of reform and non-promotion of services to citizens.


In turn, President Halabousi offered to resign to the legal bodies for consideration and presentation to the Council.


In another context, MP Faleh al-Sari read a statement announcing the adoption of the wisdom bloc to the path of constitutional opposition in the House of Representatives on the basis of clear means to show the facts, calling for the amendment of the rules of procedure in a manner that regulates the rights of parliamentary opposition and its functions.


For his part, called the President of the Council, the Committee on the amendment of the rules of procedure to add an item regulating the work of the blocks and deputies who turn to the opposition as a state of health calendar, directed by the parliamentary department to register the bloc of parliamentary wisdom opposition bloc in the Council.


On the other hand, Mr. Halabousi pointed out that the House of Representatives is still waiting so far to send the government candidates for the vacant positions in the government cab for the purpose of voting on them, adding that the Prime Minister announced that the names of candidates will be sent this week if the completion of the audit.


The Council voted on the Sixth Amendment Bill of Implementation Law No. (45) of 1980, submitted by the Security and Defense Committee in order to guarantee the rights of the state by not implementing the decisions against it after acquiring the absolute degree and guaranteeing the right of the wife to obtain her legitimate right without delay. The definition of who is responsible for paying fees.


On the other hand, President Halabousi set up an investigative parliamentary committee headed by the Vice-President of the Council and the membership of the Chairman and Deputy and Rapporteur of each of the committees of education, integrity and legal follow-up file of the delay of the completion of the construction of schools.


The Council concluded the first reading of the draft law on the ratification of the Military and Security Cooperation Agreement between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan, submitted by the Foreign Relations Committee, with a view to establishing mechanisms for cooperation between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan. Respect for their national sovereignty and non-interference in their internal affairs and for the purpose of ratifying the military and security cooperation agreement between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan.


The Council completed the first reading of the draft law on the accession of the Republic of Iraq to the Statute of the Hague Conference on Private International Law, submitted by the Committee on Foreign Relations, with a view to contributing to the gradual consolidation of the rules of private international law, especially in civil and commercial matters. In the denial of the Hague Conventions and their scientific applications and for the purpose of the Republic of Iraq joining the Statute of the Hague Conference on Private International Law, which entered into force on 15/7/1955.


The Council completed the first reading of the proposal of the Third Amendment Law to the law of the inclusion of medical and health professionals No. (6) for the year 2000 submitted by the Health and Environment Committee for the purpose of benefiting from the scientific specialties and assigning them by filling the central appointment in the Ministry of Health from the health professions and creating opportunities to compete among themselves to benefit from the energies In the service of the health sector.


The Council concluded the first reading of the proposed amendment to the first law of human organ transplantation and the prevention of trafficking in it No. 11 of 2016, submitted by the Health and Environment Committee, which aims to regulate the legal centers of health institutions that have undergone changes in their names and adapting the rights of delivery to donors and providing protection and space for doctors to regulate the transfer and transplantation of organs To achieve a satisfactory therapeutic interest for patients.


The council postponed the first reading of the proposed law of the Iraqi National Olympic Committee, submitted by the Committee of Youth and Sports to next Monday.


It was then decided to adjourn the meeting until next Monday, 24/6/2019.
