The House of Representatives votes on the law regulating the work of advisers and ends the reading of two bills

The voice of the House of Representatives in its usual thirty-fifth held under the chairmanship of Dr. Salim Jubouri, the President of the Council and the presence of 167 deputies on Monday, 15/5/2017 on one law and ended reading the draft law of the Nursing Syndicate and the third amendment to the law of governorates not organized in the region No. (21) for the year 2008 .

At the beginning of the session, the Council voted on a draft law regulating the work of advisers and submitted by the Legal Committee for the purpose of organizing the work of advisers in the Presidency of the Council of Representatives and the Presidency of the Republic and the Presidency of the Council of Ministers and ministries and bodies not linked to the Ministry and determine the terms of their appointment and the definition of their work and the nature of the tasks assigned to them and to improve the level of performance in work and avoid overlap between Advisory work, executive action and resolution of the file advisers appointed agency.

On the other hand, President al-Jubouri stressed the need to save Hawija from the clutches of the organization calling on the terrorist, calling on the commander-in-chief of the armed forces, Mr. Haider al-Abadi, to speed up the process of liberating Hawija, expressing the Council's support for any military operation that contributes to liberating the territories and saving innocent civilians. To support the demands of the liberation of the judiciary.



The Presidency decided to postpone the vote on the draft law on the reform of inmates and depositors submitted by the Labor, Social, Legal, Security, Defense and Human Rights Committees and the First Amendment Bill for the General Amnesty Law No. (27) of 2016 submitted by the Legal Committee.



The Council read a report and discussed the proposed law of the Nursing Syndicate submitted by the committees of civil society organizations, legal, financial, health and environment.

In the interventions of the ladies and gentlemen, the deputies congratulated Tafka Ahmed, a nurse in Iraq on the occasion of the nursing day, for her efforts in serving the sick and supporting the health reality.

MP Najeeb Najib pointed to the importance of speeding up the legislation of the law because there is a need to establish a nursing association for its important role in the development of the health field.

Zainab al-Sahlani said that the draft law introduced by the government will eliminate union and union work and contribute to the establishment of trade union quotas.

In response to the interventions, the committee stressed the importance of approving the draft law for its role in serving nursing staff, especially that the legislation of the law will be an achievement of the House of Representatives as well as the help of the Nursing Association to obtain membership of the Union of Arab Trade Unions, noting taking into account the maturity of the draft law.



The Council ended the reading of the report and discussion of the draft amendment of the Third Law of Governorates not organized in the region No. (21) for the year 2008 and submitted by the Legal Commissions and Regions and Governorates.

In the interventions of ladies and gentlemen MPs, MP Riad Gharib stressed the importance of delaying the transfer of powers to the provincial councils until the rehabilitation of the heads and members of the Councils functionally and politically to occupy the provincial councils with marginal matters and internal conflicts at the expense of services, which means a failure to work, suggesting the continuation of the work of district councils until the new elections with the status of Individuals in positions of responsibility according to job description.

MP Mahdi al-Zubaidi said that the local governments of the fundamentals of the Iraqi state, pointing out that the draft law has not yet met the needs of the provinces, noting that the abolition of the councils of the regions will lead to a vacuum which requires not to proceed with this step, calling to determine the time period for the complaint submitted by members of the Councils Governorates for the administrative judiciary.

Najeeb Najib pointed to the need to hold workshops with the concerned parties in order to prepare the draft law, expressing support for non-abolition of district councils and districts.

MP Ammar Tohma, the need to develop mechanisms and strict controls for the selection of candidates in the provincial councils with the increase of educational achievement from the preparatory to the college candidates for districts and districts.

He called MP Abbas al-Bayati to speed up the vote on the draft law with the near election entitlements, both in the provincial councils, districts and districts, suggesting the formation of councils of districts and districts by the provincial councils instead of elections.

MP Hassan Tauran said the aim of the bill was to reduce the government from the powers granted to local governments, which is contrary to the Constitution in the promotion of decentralization, stressing the rejection of the direction of some local governments towards independence.

MP Ibtisam al-Hilali suggested that the appointment of security chiefs should not be subject to provincial councils to avoid any pressure on their performance of their work.

In its response to the interventions, the committee stressed the importance of taking into consideration the views and suggestions of the ladies and gentlemen, stressing that the committee is in the process of setting controls and criteria for the development of the areas, pointing out that there is a difference between disengagement and transfer of powers.

President Jubouri read a recommendation from the Security and Defense Committee, including the call of the House of Representatives to provide the task of the liberation of Hawija district to the leadership of operations east of the Tigris and tribal mobilization and volunteers and the support and coordination of Peshmerga forces and the popular crowd after the deputies of Kirkuk province



The Presidency decided to postpone reading the report and discussing the draft law of the second amendment to the law to repeal the legal texts that prevent the courts from hearing cases No. (17) for the year 2005 submitted by the legal committee and the report and discussion of the proposed law to cancel the decision of the Revolutionary Command Council No. 100 of 2000 submitted by the Committee Oh.

At the request of MP Ali al-Morshedi, the Council discussed the issue of returning the families of martyrs to non-combat units.

The MP pointed out the importance of paying attention to the families that lose more than a martyr or a handicap and have a brother or son or more of the same family in the fight against the organization of a calling, calling for a decision to return the families of the martyrs of the brothers and children to non-combat units to preserve the families of the martyrs of During the presence of a legitimate breadwinner responsible for their care.

The MP recommended a draft resolution on this matter, including the recommendation of the House of Representatives to the competent authorities to return the sons of families that provide a martyr or more and for the purpose of supporting his family to the non-combat units for the sake of it because of what the sons of the armed forces in order to push the evil gangs and called for sacrifices to take over the Security Committee And defense coordination with the security authorities to implement the decision.

In the interventions, MP Mohammad Naji confirmed the presence of families that provided martyrdom or more, requiring the return of their children to the back lines.

MP Nassif said that there is very great suffering in the families of the martyrs, which requires the support of this segment through the follow-up implementation by the security authorities.
MP Abdul Qahar al-Samarrai said that the origin of the legislation comes in order to honor the families of the martyrs and not to preserve the lives to be able to preserve them because they are God's hand.

In his response to the interventions, MP Al-Morshedi stressed the importance of issuing the resolution in order to honor the families of martyrs.

In turn, President Jubouri submitted a draft resolution after taking the opinion of the Legal Committee and included in a subsequent session.



It was then decided to adjourn the meeting until next Tuesday 23/5/2017.
