August 5, 2017

First: Reading verses from the Holy Quran.

Second: The vote on the draft amendment of the Third Law of Governorates not organized in the region No. (21) for the year 2008. (Legal Committee, the Committee of Regions and governorates not organized in the region). (12 articles).

Third: Vote on the draft law establishing foreigners. (Security and Defense Committee, Legal Committee) (55 articles).

Fourth: Consider the appeals filed on the validity of the membership of some of the deputies.

Fifth: Report and discussion of the draft law of ratification of the Agreement on encouragement and mutual protection of investments between the Government of the Republic of Iraq and the Government of the Islamic Republic of Iran. (Committee on Foreign Relations, Committee on Economy and Investment) (Article 2).

Sixth: Report and discuss the proposed amendment law of the Independent High Commission for Elections No. 11 of 2007. (Legal Committee). (2 articles).

Seventh: Report and discussion of the proposed amendment to the Law of Ownership No. 25 of 1960 (Higher Education and Scientific Research Committee). (3 articles).

Eighth: Report and discuss the draft law of the Federation Council. (Legal Committee, Committee of Regions and Governorates not organized in a region). (24 articles).

Ninth: Report and discuss the bill of appeal in favor of the law in the provisions and decisions on real estate ownership. (The Legal Committee, the Committee on Agriculture, Water and Marshlands, the Finance Committee, the Committee of Expatriates and Displaced Persons). (4 article).

Tenth: A general topic of discussion regarding the return of displaced persons to their areas. (Committee of Expatriates and Displaced Persons).

Eleventh: General topic for discussion regarding the formation of a special committee for article (125) of the Constitution. (MP Emad Juhanna).

Twelfth: Quarterly Activity Report of the Committee on Agriculture, Water and Marshlands.

The session begins at 1pm.

The House of Representatives votes on the law on the residence of foreigners and ends reading three laws

The House voted in its 11th ordinary session held under the chairmanship of Dr. Salim al-Jubouri, Speaker of the Council and in the presence of 200 deputies on Saturday 5/8/2017 on the law on the establishment of foreigners and ended reading three draft laws.

At the beginning of the meeting, the President of the Council, the representatives of the province of Kirkuk and the heads of the parliamentary blocs during meetings held over two days to an agreement on some paragraphs on the law of provincial and district elections, announcing the completion of meetings to resolve the remaining points of disagreement to resolve the law, Including the heads of parliamentary blocs and deputies of the province of Kirkuk in order to include the draft law on the agenda of the session on Monday.

The Presidency postponed the vote on the draft amendment to the Third Law of Governorates not organized in the region No. (21) for the year 2008 submitted by the legal committees and regions and governorates not organized in the region until a joint session of the two committees under the presidency of the Council to remove the contradiction in the draft law.

The Council voted on the Foreign Residents 'Residence Bill, submitted by the Security, Defense and Legal Committees to the numerous amendments to the Foreigners' Residence Law No. 118 of 1978 and the emergence of new cases requiring reconsideration of the ruling and in accordance with the objective conditions of the Republic of Iraq, encouraging investment and facilitating access to foreigners.

President al-Jubouri thanked the Security and Defense Committee for his efforts to vote the law.

In another matter, MP Haider al-Fawadi pointed out that demonstrations in the Shula, Ghazaliya, Liberia and Sabiyat region due to the power crisis, noting that the demonstrators will give the government a week to provide electricity before the popular sit-ins in the regions, calling for a session in the Constitutional Hall, And representatives of the Council of Ministers to discuss the solution of the electricity crisis.

The Presidency decided to defer consideration of the appeals filed on the validity of the membership of some of the deputies.

The Council read a report and discussed the draft law on the ratification of the Agreement on the encouragement and mutual protection of investments between the Government of the Republic of Iraq and the Government of the Islamic Republic of Iran, submitted by the committees of foreign relations, economy and investment.

In the interventions of ladies and gentlemen, MP Javad al-Bolani called for the provision of high conditions of transparency during the transfer of funds as well as the importance of the commitment of the two countries to provide adequate information on investment projects and avoid money laundering or subject to legal prosecution by international institutions.

MP Riad Ghraib stressed the importance of voting on the agreement in light of the possibility of achieving development in Iraq without developing the reality of investment, especially as the country is experiencing a severe economic hardship.

Then the Council completed reading the report and discussion of the proposed law amendment of the law of the Independent High Electoral Commission No. (11) for the year 2007 submitted by the Legal Committee.

In the interventions of the ladies and gentlemen MPs, MP Vian Dakhil stressed the importance of amending the law to include all components of the Iraqi people, calling for the allocation of 3 seats for Christians, Turkomans and Yazidis in the Commission.

MP Joseph Saliwa urged the need to represent all components of the Electoral Commission, especially to achieve justice and true democracy.

MP Arshad al-Salhi called for speeding up legislation before the elections in order to obtain real representation for all.

The deputy Yonadam Kanna to the importance of the representation of components according to efficiency and benefits and prevent political interference that hampered the representation of components.

She called on MP Talabani to agree between the parliamentary blocs on the mechanism of the distribution of seats in the Electoral Commission to ensure the representation of components in the Commission.

The MP Abbas al-Bayati to ensure the rights of components in the Electoral Commission in accordance with understandings between the parliamentary blocs and work to ensure the integrity of the elections.

In its response to the interventions, the Committee stressed its keenness to represent the components and ensure their rights stipulated in the Constitution, taking into consideration the balance of all, whether within the limits of nine members or increase the number in the Independent Electoral Commission, noting not to name the occupant additional seats.

The Council completed reading a report and discussion of the proposed amendment to the Law of Ownership No. 25 of 1960, submitted by the Higher Education and Scientific Research Committee.

MP Jabbar al-Abadi suggested including the amendment of the articles in the civil service law, which will be voted soon.

The Committee noted that the Landlords Act is a special law that does not relate to a civil service that does not include a job description.

It was then decided to adjourn the meeting until Monday 7/8/2017.

Parliamentary Security: Three laws to be legislated soon

The parliamentary security and defense committee pledged to legislate the National Intelligence Service Act, the Ministry of Defense Law and the National Security Law in the coming period.

"The House of Representatives has enacted an important law, the Aliens Act, which will contribute to the provision of investment, religious tourism and foreign and expatriate employment to Iraq," the chairman of the committee, Al-Zamili, told a joint news conference with the committee members.

He added that "Iraq was working on an old law since 1978 and the law was enacted which will bring the financial imports of the country, and developed controls and materials important to facilitate entry to the country," noting that "there is suffering for many investors and foreigners suffer access to the entry attribute because of the lack of regulations Which determines entry into the country as well as collection. "

The House of Representatives voted in its session today on the entirety of the articles of the draft law on the establishment of foreigners.
