The House of Representatives begins to vote on the amendment of the law of the provinces are not organized in the province and finish reading three laws

The House of Representatives in its regular session 15 held under the chairmanship of Dr. Salim Jubouri President of the Council and the presence of 180 deputies on Saturday, 19/8/2017, to vote on the draft law to amend the law of the provinces not organized in the province and ended reading three laws while voting on the decisions of deputies.

At the beginning of the session, the President of the Council directed the Commissions of Integrity and Legal to investigate the allegations made by MP Hoda Sajjad on satellite channels on the payment of some of the deputies to withdraw their signatures from the requests for questioning, noting that the Council will announce within two days the results of the investigation in case proven and otherwise Will take action against MP Huda Sajjad.

The Council voted on a proposal by the Presidency of the Council of Representatives that the deputy who signs the request for questioning is not allowed to withdraw his signature.

The Council voted on a parliamentary decision obliging the Ministry of Electricity to supply Basra governorate with the largest possible number of hours of processing. He called on the Ministry of Electricity to speed up the linking of the Rumaila investment station, which will enter 1000 MW for the network in early 2018 and connect a new transformer at Al Haritha station to increase stability of voltages. In the north of Basra and linking the transformation of Otto in the Shatt station in Basra as well as accelerate the exploitation of the transformers of the Otto station Nujaibiya gas.

President al-Jubouri expressed his deepest condolences to MP Mishaan al-Jubouri on the death of his brother as a liquid to the family of the late and patient. The council read the fatihah in honor of the deceased and the lives of the martyrs of Iraq.

The Presidency postponed the completion of the vote on the draft law on provincial and district elections and submitted by the legal committees and regions and governorates not organized in the province because of the failure of the deputies of Kirkuk province reached an agreement on the controversial materials.

The Speaker of the House of Representatives on Monday set a final date for the draft law to vote on the meeting will be held today and tomorrow to Kirkuk provincial deputies under the auspices of the Presidency of the Council to reach an agreement and acceptable formula.

The Council voted on a decision to allow sixth grade students to be given an opportunity to improve the rate and take into account the schedule of examinations.

The Council proceeded to vote on the draft amendment to the Third Law of Governorates not organized in the region No. (21) for the year 2008 submitted by the legal committees and the regions and governorates not organized in the province, to complete the vote on the law after a joint session of the two committees competent under the auspices of the Presidency to reach a final formula .

The Council began reading a report and discussion of the draft law on appeal in favor of the law in the provisions and decisions concerning real estate property submitted by the legal committees, agriculture, water, Marshlands, finance, deportees and displaced.

In the interventions of the ladies and gentlemen, MP Abdul Hadi al-Khairallah stressed that the law of the property claims committee is not allowed to consider agricultural issues and represents a clear legal violation. In the absence of voting on the draft law, it will lead to tribal problems.

MP Abboud al-Issawi said that the bill affects a large segment of the citizens who took over the former regime on their land after compensation in kind in kind, calling for a workshop for the affected and work to find solutions to social problems.

MP Nada Mirkhasuri proposed an increase in the right of appeal to the courts to 20 years or more to protect the right of the parties to file claims for property ownership.

MP Hassan Tauran stressed the need to attend a representative of the government to the courts to defend the cases filed.

MP Azzedine criticized the state of the lack of judicial and legal stability in relation to property disputes, calling for the involvement of the Court of Cassation and administrative bodies related to the agricultural aspect to reach solutions.

In its response to the interventions, the committee pointed out that the draft law includes the appeal of the provisions relating to agricultural lands exclusively, calling on the Presidency of the Council to sponsor an expanded meeting to prepare the draft law before voting on it.

President Jubouri continued to discuss the draft law and its completion after the Committee on the Displaced submitted a full report on it in a future session.

The Council read the report and discuss the draft law of the Council of the Union and submitted by the legal committees and regions and governorates not organized in the province.

In the interventions of the ladies and gentlemen MPs MP Abbas al-Bayati stressed the seriousness of the law as it allows the establishment of a new authority in the country take its powers from the existing authorities, noting that the Council of the Union is supposed to include members with special specifications.

MP Ashwaq Al-Jaf demanded representation of women in the Federation Council in accordance with the quota allocated to them.

MP Habib urged the importance of the constitution to include articles related to the work of the Council of the Union as a partner in the legislative process.

MP Ammar Tohma expressed his objection to the selection of a part of the members of the Federation Council to be appointed as a violation of the Constitution and democracy, which requires that they be chosen by election.

MP Talabani explained that the council of the Union represents the second chamber of the legislative authority and the selection of members according to precise mechanisms, calling for determining the number of members of the Federation Council and determining the validity of the appointment.

MP Hanan al-Fatawi said that the formation of the PUIC will add financial burdens to the country as well as the possibility of the council's contribution to disrupting the legislative process.

For his part, MP Khalid al-Asadi proposed not to hold full elections in the first session of the Council of the Union to get rid of the financial burdens and to be the same membership conditions that apply to members of the House of Representatives and be retired.

MP Kawah Mohammed pointed to the importance of speeding up the legislation of the Council of the Union as it contributes to the completion of the legislative authority.

MP Hassan Shuwaird pointed to the overlapping of powers in the law of the Federation Council with the nature of the work of the House of Representatives.

MP Zia al-Asadi called for the Council of the Union to be at a level parallel to the authority of the House of Representatives and not higher than it.

In turn, MP Mahmoud Hassan proposed to postpone the legislation of the law of the Union until the amendment of the Constitution and determine the validity of the Council.

MP Zana Said stressed the importance of the legislation of the Federation Council because it can be relied upon to correct the laws objected to.

MP Jonadam Kanna called for the council to be set up to avoid financial burdens.

For his part, Mr. Turhan Mufti, the representative of the government, called for taking the government's opinion in the legislation that has a financial aspect especially in the conditions of austerity that the country is going through.

In its response to the interventions, the Committee stressed the importance of the law as a constitutional article and its function to give advice in various legal cases, calling for a workshop on the draft law.

The Council then discussed the formation of a special committee for article (125) of the Constitution at the request of MP Imad Jukhna.

He pointed to the lack of participation in the administration of the state and the administration of historical areas with a high population of Christians, calling for the formation of a parliamentary committee with the support of the Presidency and under the supervision of one of its members and with the participation of the government and the concerned parties in relation to Article 125 of the Constitution .

In the interventions, MP Yonadam Kanna said that the request for the formation of the proposed committee came to the third parliamentary session in a row, noting the formation of the committee fulfills the requirements of minorities, especially Christians, to preserve diversity in the country.

The council ended the first reading of the draft law to collect the example of state-owned land for non-agricultural purposes submitted by the Committee on Agriculture, Water and Marshlands to limit the excesses on state-owned land for non-agricultural purposes.

The Council completed the first reading of the proposed amendment of the National Card Law No. (3) of 2016, submitted by the Legal Committee in order to facilitate the procedures followed to change the names and make the matter covered by the judiciary.

It was then decided to adjourn the meeting until next Monday 21/8/2017.
