Federal Court: The interpretation of the largest parliamentary bloc will change only by amending the Constitution

BAGHDAD / The Federal Supreme Court said on Wednesday that the interpretation of the largest parliamentary bloc will change only by amending the constitution , while noting that it will ratify the results of the elections as soon as the consideration of appeals .
"The Federal Court will ratify the results of the elections as soon as the appeals process is completed," the spokesman of the court, Ayas al-Samok, said in a press interview.
"The Federal Court has received 150 cases since the beginning of the year, some of them related to elections and decentralization.
"There is no change in the court's interpretation of the larger parliamentary bloc, which is entitled to form a government, unless there is an amendment to the constitution," he said.
Article 76 (I) of the Constitution states that: "The President of the Republic nominates the candidate of the parliamentary bloc, the most numerous, to form the Council of Ministers, within fifteen days from the date of the election of the President of the Republic."
In 2010, the court issued an explanation for the largest parliamentary bloc that led Nuri al-Maliki (now vice president) to form a government at the expense of Iyad Allawi, also vice president of the republic, even though the latter bloc topped the election results.
In this regard, Samok said that "the court stated in its interpretation that the bloc (the largest number) is the assembly composed of the largest number of deputies in the first session of the House of Representatives (Parliament)," not the bloc that topped the election results.
He stressed that there is no change in the interpretation of this bloc, and "If there is to be another trend in the selection of the candidate for prime minister, there must be an amendment to the Constitution."

Politician: Announcing, ratifying elections results would take month
Senior National Wisdom Movement Leader Fady Al Shamry said that the announcement of the manual recounting and sorting of parliamentary elections' votes and ratifying them by the High Electoral Commission (HEC) would take a month.
Shamry explained that the president would not be able to call on the parliament to hold its first session, which is supposed to be held within fifteen days from the date of the ratification of the general election results, as stated by the constitution, due to political disputes, adding that the first parliamentary session is most likely to be held in October.
The Parliamentary elections was marked by record low turnout. It was the first since Iraq declared victory over the ISIS group and the fourth since the 2003 US-led invasion that toppled Saddam Hussein.
