United Nations- 18 - 6 (KUNA) - recommended UN Secretary-General Ban Ki-moon to end the mandate of the Special Coordinator for the United Nations in Iraq for my missing Kuwaiti property and the transfer of his duties with the requests made by the Kuwait to the United Nations mission to help Iraq (UNAMI) and work under Chapter VI.

Ban praised in the report of the face to the Security Concil last night on both Kuwait and Iraq for their efforts that led to the solution of the outstanding issues between the two countries to remove Iraq from Chapter VII.


It also recommended that the UN Security Council to derail Iraq from Chapter VII after the completion of the maintenance project marks the border between Kuwait and Iraq to implement UN Security Council Resolution 833, issue in 1993, and the progress that has been made to settle the issue of land and private property Iraqi citizens that have occured within Kuwaiti territory.

He said that "Iraq's implementation of its commitments within the framwork of Chapter VII relating to the border with Kuwait created the right conditions for further progress in relations between the two countries."

He added the "the common ground agreed by Iraq and Kuwait regarding the missing Kuwaitis and Kuwaiti property is an important achievement refers to a new level of mutual trust and a new chapter of relations between the two neighboring countries."

The Special Coordinator of the UN in Iraq, which was responsible for following up the issue of missing Kuwaitis and Kuwaiti property Gennady Tarasov left office in late December last year the Security Council did not discuss the future of this position or approval to extend the funding for it.

The UN Security Council created the post of High Representative Resolution No. 1284 in 1999 and was appointed the first coordinator of him Yuli Vorontsov.


The UN Security Council will consider the adoption of the draft resolution in this regard in the 27 of June.

Kuwait had made a number of requests to be included in the decision to appoint a special administrator (UNAMI) to follow up these files and not be a mandate linked to the Mission's and that their reports on two separate files for periodic reports to UNAMI.


Ban said in his report that he will work on the full implementation of the resolution if adopted by the Security Council on the future of the functions of the Supreme coordinator.

He said it was not yet achieve the objectives of the delegation of the Supreme coordinator despite the commitment of the Iraqi authorities and its efforts with regard to the issues of the missing Kuwaitis and Kuwaiti property.

The Government of Kuwait and Iraq ??? respect for mutual interests of natioal to reach an agreement acceptable and useful in the case agreed that the UN Security Council on my recommendations, Iraq will emerge from Chapter VII with respect to this file and will be approached to restore  and put the international it was before the invasion of Kuwait in August 1990".

Regarding the issue of the missing Kuwaitis and others of other nationalities, Ban said these open issues still constitute pain and suffering to the breaved families.

He pointed out that "it is estimated Iraq's commitment to finding a solution to end this issue" and expressed hope that Iraq continues to work on the ground will lead to pratical results, which strengthens the confidence between Iraq and Kuwait.

He stressed that such steps will make progress with regard to reveal the fate of those missing, even if tragic and inform their families to do so.

Ban said that in the event of any future movements in this regard, it will be through the Tripartite Commission, headed by the International Red Cross is the independent and impartial.

According to the report, was carried out excavation work at the site quintiles on 25 May last year to search for the possible existence of graves in it, but has not found any evidence of bodies buried there,the report noted as well as to postpone the drilling process of Salman Pak south of Baghdad, for securityreasons.

The report noted that there are some reasons that hinder the search operations such as lack of critical information on the location of mass graves and the travel of witnesses outside the country because they do not want or fell insecure to cooperate and sometimes they ask for more money or close the phone when the time comes to take there statements.

And the transfer of that in his report on Iraqi officials as that they will continue to work with respect to the missing Kuwaitis " As long as there is a need".

he added that Kuwaiti officials renewed importance of obtaining from the United States on the images from satelites dating back to 1991 and before that could facilitate the identification of sites of mass graves, especially the University of Alabamahas developed a new technology to analyze changes in the soil, which can help in the search for the remains of citizens Kuwaitis and Iraqis.

For their part, Iraqi officials will demand Russia get the pictures the quintiles back to the site in 1990 and 1991.

It is noted that the remains were found only 236 people among the missing totaling 602 Kuwaitis and others of other nationities.

In regard to the question of stolen Kuwaiti property, Ban said Iraq will continue its efforts to clarify the fate of the property and restore Kuwaiti government files that were stolen during the invasion indispensable to preserve the historical records of the country.

Ban added that recently handed to Kuwait 57 tape belonging to Kuwait TV and nearly 400 books and three albums containing pictures of members of the Kuwaiti government and silver seal of the State of Kuwait.

The visit of the Kuwaiti Prime Minister Sheikh Jaber Mubarak Al-Hamad Al-Sabah to Baghdad last week concluded by declaring the State of Kuwait and Iraq????? agreement lead to the withdrawl of Iraq from Chapter VII.




Deputy Prime Minister and Foreign Mnister Sheik SAbah Khaled Al-Sabah said the two countries had already signed during a visit by Iraqi Foreign Minister Hoshyar Zebari recent visit to Kuwait on bilateral agreements on maintenance of border markers pointing out that "the representatives of the two countries Sivhban together to meet with Secretary General of the UN to provide this agreement and deposited with the United Nations".

He expressed his happiness exit of Iraq fron Chapter VII to return a key pillar in the growth and prosperity of the region, which has suffered a lot.

He pointed out that "this visit launches new horizons for cooperation between the two countries in the fields of popular and cultural" stressing Kuwait's keenness to streghten the bonds of relationship between the two countries and support all the necessary ingredients.
