The Commission on the parliamentary regions, on Monday, the provincial councils have the right to resort to the Federal Court on the non-transfer of powers of the ministries to the provinces, as pointed out that the House of Representatives and the ministers were preparing for a major conference to discuss the reasons for the delay in the transfer of powers of the ministries to the local administrations.

Committee Chairman MP Khalid Mafraji in an interview with Alsumaria News, that "the parliamentary committee of the regions held an expanded conference in the province of Babylon, with the participation of five provinces, namely Babylon, Diwaniya, Karbala, Najaf, Muthanna," noting that "the Committee discussed the transfer of powers and the problems that exist in the non-transfer of the government until now ".


He Mafraji, that "the Commission will hold a second meeting in the province of Basra, in the provinces of Basra, Dhi Qar, Maysan, Wasit, followed by an expanded meeting this month in Baghdad with the participation of all the provinces and the presence of the President of the Council of Ministers a single Abadi and Parliament Speaker Salim al-Jubouri."

He Mafraji, that "it is the right of local administrations to resort to the Federal Court to set up a complaint about the transfer of the powers the government's failure, because the right with it," calling on ministries to "the need to pay greater attention to the transfer of powers to local administrations because the government is seeking to consolidate the decentralized system in a lot of sectors where contribute to the management of projects and services and supervision. "

The prime minister assured Haider al-Abadi, in the (April 27, 2015), that the transfer of powers to the provinces do not drop him, noting that the government is moving in this experiment.

The Minister of State for Parliamentary Affairs and the provinces Ahmed al-Jubouri, in January 2015, for the direct transfer of the powers of the ministries to the provinces, adding that he was to start the transfer of the powers of the Ministry of Municipalities.
