The House of Representatives votes with conviction on the answers of the Minister of Commerce and the agency ends the reading of four laws

August 17, 2017

The Speaker of the Chamber of Deputies, in the presence of 202 deputies on Thursday, 17/8/2017, voted on the conviction of the responses of Mr. Salman Jumaili, the Minister of Commerce, and voted on a law and a parliamentary resolution.

At the beginning of the session, Mr. Jubouri announced the continuation of the work of the House of Representatives to the 24th of this month and the suspension of granting leave to ladies and gentlemen deputies to complete some important laws, including the provincial elections law.

The President of the Council has decided to include the vote on the first amendment to the draft amnesty law on the agenda of the session on Saturday at the request of the Legal Committee.

The Council voted on the satisfaction of the answers of Mr. Salman Jumaili, Minister of Planning and Minister of Commerce and Agency during the interrogation process that took place in the last session after the approval of 104 deputies out of 202 deputies.

The Presidency decided to delay the completion of the vote on the draft law on the provincial and district elections and submitted by the two legal committees and regions and governorates irregular in the province to the session on Saturday.

The Council voted on the proposed amendment to the Law of Ownership No. 25 of 1960 amended by the Higher Education and Scientific Research Committee for a long period of time to issue the law of owners and to achieve compatibility between the titles of the functions attached to the law with the qualifications and competencies of graduates of colleges and scientific departments and to achieve harmony between the nature of the work entrusted to them Giving them titles and functional grades.

The Council concluded the vote on a parliamentary decision submitted by the Legal Committee which guarantees (in view of the liberation of the territories from the gangs of the supporters of the heroes by all the military formations and the armed factions from the popular and tribal mobilization to the commander-in-chief of the armed forces. The Council voted in principle to respond to the draft health insurance law to the government on the request of the committees of health, environment, labor and social affairs in order to submit a compromise formula for the purpose of subsequent submission to the House of Representatives.

The Presidency will review the appeals submitted on the validity of the membership of some of the deputies to the needs of two-thirds of the members of the ladies and gentlemen.

The Minister of Agriculture, Mr. Falah Hassan Zaidan, said at the request of MP Zeinab al-Taei that the period of the date of the interrogation witnessed the withdrawal and deletion of a number of signatures of the gentlemen in favor of the questioning, noting that the legal opinion on the request for questioning indicated that the 42 signatories decreased To 35 deputies and submit requests to withdraw the signatures to the number of signatories 23 deputies, which led to the disruption of the quorum of the request for questioning.

He pointed out that MP Zaynab al-Taie submitted a request with the signatures of 25 deputies will be dealt with a new request in accordance with the contexts adopted in order to set a date for questioning the Minister of Agriculture, stressing that the House of Representatives will not hesitate to offer oral questions and requests for questioning, Conduct them according to a schedule.

For her part, MP Zeinab al-Tai expressed her attachment to the request to question the Minister of Agriculture, believing in the oversight role of the House of Representatives and its effectiveness.

In another matter, the council ended the first reading of the proposed law of the first amendment to the law of the Ministry of Electricity No. 53 of 2017 submitted by the Committee of Oil, Energy and Natural Resources, which came to the requirements of the Labor Department and the Ministry's need to achieve its objectives in light of the expansion of geographical area and lengths of power transmission lines, In order to establish a national control center for the Middle Euphrates region.

The Council completed the first reading of the proposed law of the first amendment to the law regulating the organ transplantation No. 11 of 2017 submitted by the committees of health, environment, legal, endowments, religious affairs and human rights, which came to regulate and facilitate the transfer and transplantation of human organs to achieve a therapeutic interest for patients and to clarify the donor of the risks and confirmed medical results And potential.

The Council completed reading a report and discussion of the proposed law to commemorate the sacrifices of the martyrs of the war against the gangs, urging the terrorists and accelerating the completion of their transactions and the utmost care for their wounds, submitted by the Committee of Martyrs, Victims and Political Prisoners.

In the interventions of Ladies and Gentlemen, MP Farid Shaalan called for the fairness of the martyrs' families and the establishment of a support fund for them.

MP Ashwaq Al-Jaf suggested the provision of rapid treatment and the disbursement of the state treatment dues for the wounded.

The MP Abbas al-Bayati to speed up the legislation proposed law to assess the sacrifices made in defense of the homeland, demanding a time limit for the distribution of land to the families of the martyrs and the drop of debt and loans.

For his part, MP Riad Gharib stressed the need for half the sacrifices of the martyrs and the preservation of the rights of their families and the establishment of a memorial for them.

She called MP Hanan al-Fatlawi to pay the entire debt owed to the wounded like martyrs.

Rep. Riwaar Taha stressed the importance of focusing on the psychological and moral side of the children of martyrs.

In his turn, MP Ammar Tohme called for granting honorary ranks to the martyrs and to include in the curriculum the stories of the martyrs and their heroic positions.

She called MP Farah al-Zubaidi to the statistical numbers of the number of martyrs and wounded and the inclusion of civilians in the first article of the draft law.

In its response to the interventions, the Committee stressed the need to take into account all views and proposals submitted by the Ladies and Gentlemen and the lawmakers as soon as possible.

The Council completed the reading of a report and discussion of the draft law on the ratification of the headquarters agreement between the Government of the Republic of Iraq and the International Committee of the Red Cross, submitted by the Committee on Foreign Relations.

In the statements made by MP Sadiq al-Rikabi on the necessity of rejecting the agreement because the sectoral body concerned with reaching the agreement is the Red Crescent and not the Foreign Ministry, pointing out that the agreement is serious in its content as it gives the workers of the Red Cross and their families immunity even after the end of their work in Iraq.

MP Mohammad Naji noted that the agreement granted the privileges and powers of the Red Cross, which may outweigh the privileges of diplomatic missions, which may affect national security.

MP Farid al-Shaalan called for reconsidering the agreement with the Red Cross and amending it in a way that benefits Iraq.

MP Najeeb Najib demanded to know the interests of the Iraqi side behind the conclusion of the agreement and the legal mandate for the work of the International Red Cross in light of reservations to the Convention.

In this regard, the Speaker of the House of Representatives held a meeting yesterday with the head of the Red Cross mission in which he presented a detailed report on the assistance and efforts exerted by them in all governorates.

In its response to the interventions, the committee stressed that the official bodies concerned supported the ratification of the agreement and that other countries grant more immunity to the Red Cross than what was mentioned therein.

The Presidency decided to postpone the reading of the report and the discussion of the draft law of appeal in favor of the law in the provisions and decisions of the real estate property submitted by the legal committees, agriculture, water, Marshlands, Finance, Displaced and Displaced and the draft law of the Council of the Union submitted by the legal committees, regions and governorates not organized in the province, Regarding the formation of a special committee for article 125 of the Constitution submitted by MP Imad Juhna and the quarterly activity report of the Committee on Agriculture, Water and Marshlands to the session on Saturday.
