Coincil of Ministers meeting Jan 22, 2013

Chaired by the President of the Council of Minister Nuri Kamal al-Maliki Bulleted third session held in Baghdad this day Tuesday, January 22, 2013 and issued by the Council following decisions:

1. Agree to honor the delegation to the Gulf 21 national team players, coaches and administrators $ (10) million dinars.

2. Approval by the Ministry of Finance, Credit and amount of Department of Defense (1. billion dollars to cover the costs of buying F-16 planes to be paid the amount of the budget of the Ministry of Defence for the year 2013.

3. Approve the exception Rehabilitation Baghdad Central Prison of the instructions of the Ministry of Finance to continue contracting procedures and the launch of exchange for this project from the budget of the Ministry of Justice for 2013 until approval.

4. Approve the exception of the Ministry of Health of the Implementing Regulations of government contracts for the purpose of direct contracting for the purchase of medicines and medical supplies for the prevention and treatment of pandemic influenza and the allocation billion dinars to secure the process of education and awareness and advertising for the prevention of disease.

5. Approved a draft law establishing health institutions of civil auditor by the State Council and forwarded to the House of Representatives based on the provisions of Articles (61 / I and item 80 / item II) of the Constitution, taking into consideration the opinion of the legal department at the General Secretariat of the Council of Ministers and the granting of a loan by 70 % of the value of the project if it is in the provinces and 30% of the value of the project if it is in Baghdad to recover the loan and interest (15) years.

6. Approve the proposals of the Finance Committee in the House of Representatives to allocate (300) billion dinars in 2013 to the draft budget breakwater of the port of Faw provided the budget and pay the remaining amount of the budget of 2014 and $ (300) billion dinars to the housing fund.

7. Adoption of the final settlement between the Iraqi side and the Kuwait Airways Corporation.

8. Approve the formation of a committee to assess the damage suffered by the citizens as a result of terrorist operations, consisting of the Ministries of Construction and Housing and the State for Provincial Affairs and the General Secretariat of the Council of Ministers and the province concerned to lift the lecturer appreciation and valuation to the Central Committee to compensate those affected by the terrorist attacks of approval and disbursement of compensation to those affected.

9. Approval to authorize the Ministry of Health authority to conclude a contract with the organization (the United Nations Fund for Population) for the purpose of providing family planning methods and controls in accordance with the organization and an exception of the Implementing Regulations of government contracts.

10. Compensate shopkeepers affected by the recent terrorist blast in Kirkuk province (Street Atlas).

11. Adoption of the recommendations of the relevant committee appreciated allocations necessary for the reconstruction and implementation of projects for the areas inhabited by Turkmen and by adding the sum of (280,919,000,000) dinars to the investment budget for the ministries related to years 2013 to provinces (Nineveh and Kirkuk, Salahuddin and Diyala) to take charge of ministries concerned to implement it and allocate the necessary funds to them.

12. Exception piece of land belonging to the State Company for Foodstuff Trading of the Ministry of Commerce of the resolutions the Council of Ministers (317) for the year 2011 and (407) for the year 2012 and sold to the Office endowments Christians and other religions to be allocated to the Church of the East Assyrian in the province of Nineveh, according to the prices prevailing.
