House of Representatives vote on the substance of 104 out of 157 material and labor law to proceed with the second reading of the law of freedom of expression

Majlis deputies ended the regular third ten minutes, which was held under the chairmanship of Dr. Salim al-Jubouri, President of the Council and in the presence of 240 deputies today Saturday, 08/15/2015, the vote on the substance of 104 out of 157 articles of the labor law began in the second reading of the law of freedom of expression


At the outset of the meeting President al-Jubouri stressed that appeals to some of the ladies and gentlemen of Representatives will be handled if the readiness of the file to put the bench in this matter, calling on the committees of integrity and Finance to study all the laws relating to corruption and adjusted in line with the law and to consider the House of Representatives directly sergeant from paper parliamentary reforms that it has been approved recently.



In another matter, the Council voted on the 104 articles of the total 157 of the draft labor law, submitted by the committees of Labour and Social Affairs and civil society institutions, legal and Women's, Family and Children, which comes confirmation of the principles enshrined in the Constitution of that work is a right for all Iraqis to ensure them a decent life materials, and that the state is seeking to provide wider social guarantees and to find a law that regulates the relationship between employees and employers according to economic principles and that the State shall guarantee the right to form trade unions and professional associations and join them and the fact that Iraq has ratified a number of Arab and international labor conventions, and to find the law in line with the provisions of these agreements and to introduce principles New provisions in this law and go long on the validity of the Labour Law No. (71) for the year 1987 and the fact that most of its provisions does not fit the nature of the current stage as well as conflict with a lot of international labor standards ratified by the Government of the Republic of Iraq and work to expand the work culture and ethics to ensure harmony and integration between rights and duties as a base to launch towards decent work.

The law aims to create a legal cover for workers contracts in government departments and the public sector and make their service is guaranteed for the purposes of granting pension rights, and respect for fundamental principles and rights of workers laid down in international conventions and treaties of freedom of association and protection of the right to organize and collective bargaining and the elimination of all forms of forced labor and child labor and equal wage and the minimum age for employment and the prevention of discrimination in employment and occupation and vocational training and for organizing vocational training process of pre-operating and re-training and the introduction of the principle of collective agreements to determine the rights and obligations of workers and employers with regard to vocational training, and organization of working women work and the work of the events and the work of foreigners in Iraq and determine the times employment and wage and vacation workers, standardize provisions of trade union action with the provisions and rules work and what took its modern legislation and resort to negotiation and arbitration and peaceful solutions before resorting to peaceful strike law has been passed and determine how collective and individual disputes between workers or more organizations, employers and the formation of a labor court solution in all provinces and determine the terms of reference and appeal provisions.



On the other hand in order to board the first reading of a bill to compensate victims of law-seekers from the popular uprising and submitted by the legal committees and deportees and displaced and expatriates camps and the draft of the Iraqi Council of Representatives Law and submitted by the legal and financial committees until mature projects in addition to the first reading of the draft Guild Iraqi academics and submitted by the committees Education Act Higher legal and civil society institutions to return it to the government for consideration.



The Board began the second reading of the draft freedom of expression, assembly and law peaceful demonstration and submitted by the legal committees and human rights, security, defense, culture, media and religious affairs that are discussed in the next meeting because of its importance



It was also postpone the second reading of the draft reform of the guests and depositors and submitted by the working committees, legal and social security, defense and human rights affairs to a future meeting law.


Then it decided to adjourn the meeting to next Monday 17/08/2015
