[ltr]The House voted in its 23rd session held under the chairmanship of Mr. Mohamed Halboussi, the President of the Council on Thursday, June 13, 2019 and in the presence of 186 deputies, to amend the law of civil presses and the decision of deputies and ended the reading of 8 laws as he read the Federal Court Law He discussed the file of burning agricultural crops.


At the beginning of the meeting, I recall the President of the Council in a five-year statement of the greatest challenge in the history of Iraq when thousands of extremists and criminals gathered and took criminality to spread their ideas to attack the land of history and civilization. They stood up to defend the land and the offer. In the midst of this challenge, a few words were issued by the supreme religious authority with the fatwa of Jihad Al-Kafai. The Iraqis fought to defend the homeland. The equation changed and the Iraqis were able to win over terrorism in four years.


Mr. Al-Halabousi paid tribute to the reference and Mr. Ali al-Sistani (Dumla) for this great historical position, thanking the families of the martyrs, the Iraqi army, the security establishment, the popular crowd, the tribes, the Peshmerga, the federal police, He paid tribute to the sons of the clans in the liberated areas, who fought honor battles in the face of criminals.


The Council then voted on a parliamentary resolution that includes the recommendation of the Council of Ministers on 13 June of each year as a national occasion to recite the Fatwa of Jihad and the establishment of the popular mobilization to confront the organization calling the terrorist and the Council of Ministers to complete the draft law holidays and events based on Article 12 of the Constitution, First of this resolution.


On the other hand, the sworn sworn in were replaced by Mrs. Khaleda Khalil Rashou instead of Mr. Safwan Bashir Younis and Mr. Yonadam Yousef Kana instead of Burhanuddin Ishaq and Mr. Mohamed Farman Shaher instead of Siham Abbas Ali.


The Council discussed during the chairmanship of Dr. Bashir Haddad, Deputy Speaker of the House of Representatives part of the session, the file of burning agricultural crops in a number of provinces.


The interventions of the ladies and gentlemen focused on the importance of the government's responsibility to protect farmers' crops and farmers and marketing centers and to find appropriate solutions to solve the national disaster to contain the fires in some governorates and to issue a parliamentary resolution that requires the government to compensate the affected farmers and families of the victims as a result of attempts to extinguish the fire, As well as the demand to hold a public meeting in the presence of the Minister of Agriculture and the hosting of representatives of national security, and call on the government to take responsibility for the protection of local product and the exhaustion of all the mother organs Yeh and civil defense in the provinces.


In turn, the Deputy Chairman of the Council of Security and Defense Committees, Agriculture and Regions, as well as the deputies of the affected provinces follow up the issue of burning crops and raise its recommendations to the Presidency of the Council, calling for the hosting of the Minister of Agriculture in a session to be determined after the recommendations.


The Council voted to assign the Chairman of the Security and Defense Committee, the Vice-Chairman and the Rapporteur of the Committee to follow up the file of fires and inform the Council of the reasons for their taking the appropriate decision.


For his part, said Turhan Mufti, representative of the government in the House of Representatives that the areas that were burned amounted to 40 thousand acres out of 150 thousand acres, some were burned by an actor and other parts were because of the request for electricity, adding that the government is serious to compensate those affected after counting the areas according to schedules Prepared by the concerned authorities, indicating the approach of the Ministries of Commerce, Agriculture and Finance to clarify their position on the subject of the dues of the peasants for the past and current years to resolve them, including the dues of farmers in the Kurdistan region of Iraq, in addition to the readiness of the government to compensate those affected by floods and floods.


The Council voted on the appointment of Mr. Hamid Naim Khudair as Secretary General of the Council of Ministers and Mr. Mohamed Abdul Redha Abdul Majeed as Director of the Office of the Prime Minister on the basis of a decision of the Council of Ministers and recommend to the Council of Representatives to approve their appointment. Of the General Budget Law of 2019.
Then President Halabousi urged the government to end the file of the proxy and commitment to the maximum of 30/6 to resolve.


In the same regard, the Council completed the vote on the first amendment bill to the Civil Printing Law No. (5) of 1999 submitted by the Committee of Culture, Information, Tourism and Antiquities due to the dissolution of the Ministry of Information and Freedom House for printing after 9/4/2019. And to amend the amounts of fines and penalties imposed on violators of the provisions of the law in accordance with the current economic conditions and determine the competent authority to implement the law.


The Speaker of the House of Representatives noted the need to send the names of the candidates to complete the government cab and vote on the ministers of defense, interior, justice and education, otherwise the council will have to hold the prime minister accountable.
The council postponed the vote on the wording of a resolution on ending the work of the Council of Commissioners of the Information and Communication Authority, submitted by the Committee on Culture, Information, Tourism and Antiquities to a meeting on Saturday.


On another matter, the Council proceeded to read the report and discuss the draft law of the Federal Supreme Court and submitted by the Legal Committee.


He called the President of the House of Representatives, the Legal Committee and the heads of parliamentary blocs to hold intensive meetings for the purpose of maturing the law, directed to discuss the draft law extensively in another session.


The Council completed reading a report and discussion of the draft law on the ratification of the Convention on the avoidance of double taxation and the prevention of financial evasion in respect of income tax and capital between the Government of the Republic of Iraq and the Government of the United Arab Emirates and submitted by the Committees of Foreign Relations, Finance and Integrity.


The interventions of the ladies and gentlemen focused on the importance of the adoption of the Convention on the focus of economic interests and activities instead of the criterion of nationality, as well as the need to vote on the agreement to approve or not to return to the government in the event of disagreement to make the necessary adjustments or renegotiation.


The Council completed the first reading of the draft law on the accession of the Republic of Iraq to the Mena Mata Convention on Mercury submitted by the Committee on Foreign Relations, Health and the Environment for the purpose of controlling and reducing the risk of mercury and its effects on the environment and human health from anthropogenic emissions and releases of mercury and mercury compounds and transfer of best available techniques in mercury Its products, trafficking and contaminated sites, and the method of storing and benefiting from the experiences of States.


The Council concluded the first reading of the draft law on the accession of the Republic of Iraq to the UNESCO Convention on the Protection of the Underwater Cultural Heritage submitted by the Committee on Foreign Relations, Culture, Information, Tourism and Antiquities to promote the protection of underwater cultural heritage and cooperation among States to achieve and preserve it for the benefit of mankind. As an integral part of the cultural heritage of humankind and a very important element in the history of peoples and nations and the history of their relations on the common heritage.


The Council concluded the first reading of the draft law on the accession of the Republic of Iraq to the 1992 Paris Convention on the United Nations Framework Convention on Climate Change, submitted by the Committee on Foreign Relations for the purpose of participating and cooperating with States in confronting the threat posed by climate change and addressing the phenomenon of greenhouse gas emissions and minimizing their effects.


The Council completed the first reading of the draft law on the ratification of the Agreement on the Exemption of Holders of Diplomatic Passports and Official Service from the entry point between the Government of the Republic of Iraq and the Government of the Republic of Serbia, submitted by the Committee on Foreign Relations to promote bilateral relations between the two countries and facilitate the travel of their nationals.


The Council also completed the first reading of the draft law on the accession of the Republic of Iraq to the 1995 Grain Trade Agreement, submitted by the committees of foreign relations, economy, investment, agriculture, water and marshes in order to enhance international cooperation in the international grain trade and ensure the free flow of this trade to the benefit of all members and contribute to the stability of international grain markets And strengthening food security.


During the session, the first reading of the draft law on refugees, submitted by the Labor, Social Affairs, Migration, Displaced Persons, Foreign Relations, Human Rights, Security and Defense Committees, was completed to regulate the rules of asylum in the Republic of Iraq to include cases of humanitarian and political asylum and other reasons of race, religion, nationality or social affiliation. And in accordance with the provisions of the Constitution of the Republic of Iraq and international conventions and laws in force and find the administrative structure.


The council completed the first reading of the draft law on amnesty from the tax sanctions submitted by the financial, economic and investment committees in order to give the taxpayers a chance to resolve their situation and settle their crimes and to resolve the tax crimes from the financial authority and the payment of tax amounts in the hands of the taxpayers.


It was then decided to adjourn the meeting until Saturday, 15/6/2019.
