[ltr]The House of Representatives decided in its 11th session held under the chairmanship of Mr. Mohamed Halboussi, President of the Council on Wednesday, 17/4/2019 and in the presence of 175 deputies, hosting the President and members of the Federal Supreme Court to inquire about some of the decisions issued therefrom, and ended reading five draft laws.


At the beginning of the session, the Presidency of the Council decided to postpone the consideration of the appeals submitted to the health of the membership of some of the ladies and gentlemen of the House of Representatives to a later session in order to need a two-thirds majority of the members of the Council.


The Council postponed the vote on the draft Financial Management Law submitted by the Finance Committee to the meeting on the second of May to complete the discussion of the draft and the maturation of its articles before its legislation.


In the same regard, the Council completed the first reading of the draft law of the Information and Communication Authority, submitted by the Services, Reconstruction, Culture, Information, Tourism and Antiquities Committees, which aims to regulate the work in the means of communication and the preparation of the main broadcasting and media regulations and their accreditation in the granting of frequency licenses, Networks, interconnection, radio frequency spectrum, radios, wireless terminal equipment, user protection, information and standards of information work.


The first session of the council was chaired by Mr. Hassan al-Kaabi, the first deputy chairman of the council, to end the first reading of the draft law of the Supreme Iraqi Maritime Authority, submitted by the Services and Reconstruction Committee, to regulate the maritime sector and develop it, to comply with international conventions in the field of safety and protection of the marine environment. Encouraging the private sector to work in the field of maritime transport, upgrading the level of maritime services, and establishing the Supreme Iraqi Maritime Authority.


The Council voted on a resolution banning electronic games that incite violence because of negative effects on the health, culture and security of the Iraqi society, including the social and moral threat to the groups of children and youth and girls and school and university students and their negative impact on the educational and educational levels.


First: Request the government to ban and ban all activities related to the practice of these electronic games or trading such as the game of Bopji and Fort Knight and the game of blue whale or similar games as they threaten the social security, moral, educational and educational to all segments of Iraqi society.


Second: Directing the Ministry of Communications and the Media and Communications Commission for the purpose of taking all appropriate technical measures to implement this decision.


Mr. Hassan Al-Kaabi thanked the Chairman of the Council for the Culture and Information Committee and members of the House of Representatives who reacted and voted for the decision.


On the other hand, the First Deputy Speaker of the Council addressed the parliamentary committee concerned with hosting the ministers of water resources and agriculture to discuss the issues of Darbandikhan dam and the plan of the Ministry of Agriculture to hand over the wheat crop from the farmers and marketing it.


After that, the Council ended the first reading of the draft law on the accession of the Republic of Iraq to the agreement of the Asian Investment Bank for infrastructure provided by the Committee on Foreign Relations for the purpose of building and rehabilitation of infrastructure in Iraq and diversify sources of funding and for the accession of Iraq to the Convention.


The Council completed the reading of a report and discussion of the draft Industrial Cities Law submitted by the Committee on Economy and Investment.


In the interventions of the ladies and gentlemen, the proposals and opinions stressed the importance of the participation of a representative of the government in meetings related to the industry, determining the subordination of the Industrial Cities Authority and its size and calling for plans and study before starting the establishment of industrial cities. He urged ministries and government agencies to facilitate the implementation of the law, In addition to the demand to control the proportion of foreign workers in industrial cities and increase the proportion of national labor.


In response to the interventions, the committee stressed the importance of the existence of legislation and the environment for the establishment of industrial cities to attract investors to the Iraqi market and to ensure the rights of labor and revitalize the national industry, expressing their cooperation taking the proposals to consider and study.


On the other hand, the President of the House of Representatives pointed out that the federal budget law for the year 2019, the government committed to pay the transfer fees to the lecturers contracted with the Ministry of Education before the law came into force, directing the committees of education and finance parliamentary representatives of the Ministries of Finance and Education to discuss the subject and to inform the Presidency of the results Hosting.


On the other hand, Mr. Halabousi pointed out that the decisions of the Federal Court are two different directions in interpreting the rulings issued by them, especially with regard to challenging the validity of the membership of some ladies and gentlemen of deputies, lamenting any decisions adopted by the Council, especially that decisions of the Federal Court are binding.


And instructed the President of the House of Representatives to set a date to host the President and members of the Federal Court in the next sessions of the Council to inquire about some of the decisions issued.


The Council decided to postpone reading the report and discuss the draft law of the first amendment to the Integrity Commission Law No. (30) for the year 2011 submitted by the Integrity and Legal Commissions, civil society institutions and parliamentary development at their request.


The Council completed a report on the draft traffic law submitted by the Security and Defense Committee.


The interventions of the ladies and gentlemen focused on the transfer of part of the fines revenues to the local administrations to enhance their resources and improve their services, amend the name of the law and make it a "traffic and traffic," in addition to modifying some time periods related to the registration of vehicles and the proposal to impose punishment on those who tamper with traffic signs, To limit the excessive importation of cars causing chaos on the streets, as well as to demand the inclusion of motorcycles in traffic circles.


For its part, the Committee on Legislation of Law stressed the need to consider all observations and take them into account and study for the maturity of the project and vote on it.




It was then decided to adjourn the session until Saturday 27/4/2019.
