The House of Representatives votes on the decision regarding the expired contracts and ends the reading of two draft laws

[ltr]  The House of Representatives voted in the sixth session of the second legislative term for the first legislative year in the fourth parliamentary session under the chairmanship of Mr. Hassan al-Kaabi, the first deputy chairman of the Council on Tuesday 26/3/2019 in the presence of 207 deputies on a resolution to achieve the demands of the protesters of the delayed contracts.
At the beginning of the session, Mr. Hassan al-Kaabi noted that the names of absentees from today's meeting and yesterday's session of the ladies and gentlemen deputies will be announced through the media.
The Council ended the first reading of the Sixth Amendment Bill of Law No. 45 of 1980, submitted by the Legal Committee, to guarantee the rights of the state by not implementing the decisions against them after they have acquired the absolute degree and guarantee the right of the wife to obtain her legitimate right without delay. The definition of who is responsible for paying fees.
On the other hand, Mr. Al-Kaabi pointed to the continuation of the House of Representatives with the protestors renewed their contracts in Tahrir Square in Baghdad, noting that it was agreed with the Director of the Office of the Prime Minister to hold a meeting between the Prime Minister's Office and representatives of the protesters to find a solution to their demands.
The Council voted on a parliamentary decision on the retirement of their contracts from the employees of the security services guarantee (based on the law of the general budget for the year 2019, which provides for the return of the owners of the local police renewed contracts in all provinces to provide grades for the security forces of the army and police and other security forces after the audit and availability of abundance The Council of Representatives decided that the Ministries of Defense and Interior received the applications of the deceased contracts covered by the provisions of the above article of the army and police and the rest of the security forces after the security check and the exclusion of the losers in accordance with the laws and regulations Specific centers to receive applications for a period of 45 days from the date of opening the centers and handles the financial side through the following:
First: surplus oil prices.
Second: Utilization of the surplus from the operating budget of the Ministry of Defense, one trillion and six hundred and seventy-five billion dinars
Third: Utilization of the amounts deposited in the Iraqi Trade Bank belonging to the Ministry of Defense.
Fourth: to benefit from the surplus in US armament contracts, according to data from the Central Bank of Iraq. Fifth: The purchase of treasury bonds by the Ministry of Finance and according to the powers of the Minister of the budget of 2019).
The Council decided to postpone reading the report and discussion of the draft federal civil service law submitted by the financial and legal committees and the draft law of the first amendment to the Iraqi Nationality Law No. (26) of 2006 in accordance with a request submitted by the Security and Defense Committee to ensure the withdrawal of the bill and return it to the government, The Penal Code of Penal Code No. (111) for the year 1969 and the other special laws No. (6) for the year 2008 submitted by the Legal Committee until the Government submits the documents and the relevant provisions of the draft law to enable the committee concerned with the amendment and legislation.
The Council postponed the first reading of the proposed law of the first amendment to the law of elections of provincial councils and districts No. (12) for the year 2018 submitted by the legal committees, regions and governorates not organized in the province to the next meeting and read the report and discussion of the draft law of the first amendment to the Integrity Commission Act No. 30 of 2011, Committees of civil society and parliamentary development, in addition to postponing the reading of the report and discussion of the draft traffic law submitted by the Security and Defense Committee until the completion of the committees concerned discuss the two laws
On the wave of rain and floods sweeping areas in Iraq, Mr. Hassan Al-Kaabi urged all the competent executive authorities to take precautionary measures necessary to preserve the lives of citizens and public and private property.
Then the Council completed reading the report and discussion of the draft law of the first amendment to the law of the Fund for the recovery of Iraq's money No. (9) for the year 2012 submitted by the committees of integrity and finance.
The interventions of the ladies and gentlemen on the draft law focused on the need to host the work team in the recovery fund department for more precise details. The Financial Control Bureau should be a supervisory authority, not a member. It is also important to include a representative of the Ministry of Interior within the structure of the fund. In addition to working to raise the confidentiality of private interests and estimate the amount of money outside the country before and after 2003.
In its response to the interventions, the Committee stressed its keenness to take into consideration the proposals and views submitted, noting that the discussions continued in cooperation with the competent government authorities to prepare and vote on the draft law.
Mr. al-Kaabi announced a meeting with the Foreign Relations Committee to discuss the repercussions of the decision to recognize the "Israeli" sovereignty over the occupied Golan.
It was then decided to adjourn the meeting until Thursday, 28/3/2019.
