Cabinet held its regular second in Baghdad ( Wednesday, January 15, 2014 ) under the chairmanship of Prime Minister Nuri al-Maliki , issued by the Council and the following decisions :

1 - Approval of the draft general budget of the Federal Republic of Iraq for the fiscal year 2014 , and referred to the House of Representatives , according to the provisions of Articles ( 61 / item and 80 first / second item ) of the Constitution , taking into account some of the amendments approved by the Council , including:

A - be exporting crude oil producer in the Kurdistan region by SOMO exclusively by multifactorial and approved with the participation of representatives of the province in the pricing committee .

 B - Amend paragraph II of Article ( 10) and read : committed instead of the ...

C - deletes paragraph tail Third, Fourth, Fifth, Article (10 ) of the display .... To the last paragraph .

D - delete Article 23 of the budget bill .

E - amounts exclude federal contracts for oil companies ( 16 trillion dinars ) and the provincial companies ( 900 billion dinars ) of sovereign expenditure and be re- calculated on the basis of the region's share of 17% of the amount of investment firms and this paragraph are permanent .

2 - the Iraqi government to establish a lawsuit , both criminal and civil against the World Food Program for having to change the dates of high protein biscuits in Jordan, which was his intention to be sent to Iraq , and the Office of the Legal Advisory take mutatis and in coordination with the Departments of State and Justice .

3 - to approve the cancellation of the Cabinet Resolution No. ( 478 ) for the year 2013 included ( to approve the bill accession of the Republic of Iraq to the Convention on the International Institute for the Unification of Private Law ( UNIDROIT ) on cultural property stolen and illicitly exported ) and as mentioned in the book and the Ministry of Tourism and Antiquities ever No. 319 , dated 01/14/2014 .

State of Law: the budget will reach the day of the parliament and approval will not be delayed more than ten days

Tomorrow's Press / Baghdad: MP for the coalition of state law, Khalid al-Asadi, on Thursday, that the general budget for the year 2014 will, today, to the House of Representatives for a vote after its entirety Council of Ministers, pointing out that the budget will not be delayed in parliament, more than ten days.

Asadi said for "tomorrow's Press," said that "the general budget for the year 2014 will reach today, the House of Representatives for a vote after the finish, the cabinet has been agreed upon by majority," adding "it will not be delayed more than ten days in Parliament for discussion, research and recognition."

He called al-Asadi, "the leaders of the political blocs to expedite the adoption of the budget and not to procrastinate," pointing out that "there are a lot of things waiting for the budget and the politicians should pay attention to it."

The Council of Ministers ended, on Wednesday, the budget bill for the year 2014 and referred it to the House for a vote.

The Finance Minister Ali Shukri agency revealed, earlier, that the general budget for the year 2014 amounting to 174 trillion dinars and a deficit of up to 27 trillion per day.

Economic parliamentary: Adoption of the budget bill during the next two weeks

Tomorrow's Press / Baghdad: A member of the parliamentary Economic Committee MP Amer Alkfeache, said Friday that the General Budget Law will hopefully be approved by parliament within the next two weeks, as he pointed to the existence of differences on the law between the Kurdistan Alliance and other alliances, student political blocs legislation of the law for the implementation of projects needed by the country.

He Alkfeache for "tomorrow's Press," "The House of Representatives will read the first reading of the budget bill during its next meeting," and expressed "his belief that the law recognizes the next two weeks."

He added that "there are differences related to this law has not yet been resolved between the Kurdistan Alliance and other alliances," noting that "the budget for this year is one of the biggest budgets and Iraqi political blocs exploit and take advantage of them for the implementation of important projects and other requirements needed by the country."

Referred to the Council of Ministers approved in the middle of this month, the draft budget bill for 2014 and sent it to the House legislation.

The Minister of Planning Ali Shukri announced in October last ending the draft federal budget for Iraq for the current year 2014, which would amount to 147 billion U.S. dollars.

Description Kurdistan Alliance MP Hamid just Bazi approval of the Council of Ministers on the budget in 2014 without the consent of the Kurds as a minister to exercise arbitrary and dangerous step for the future of Iraq.

Kurdistan region will announce its position on the budget without the approval of Minister of the Kurds



A source familiar with the political decision-making within the Kurdistan region, that region will clarify his position on the bill passed the budget for fiscal 2014 in the cabinet of the Minister without the consent of the Kurds and sent to the House of Representatives.

Kurdistan announce his position on the budget proposals

Announced the Kurdistan Alliance bloc, on Friday, for not dealing with any proposals contrary to the interpretation of the constitution in the management of oil wealth provided for in Article 112

As he emphasized that the export of the region's oil and procedures fathoms by the provincial government unconstitutional.

The vice president of the block Mohsen al-Sadoun "It is not permitted to impose proposals to settle the dispute between the province and the center in the budget and be contrary to the Constitution," stressing "by our interpretation of the Constitution and Article 112, the provinces and territories have the right to produce and extraction and export of oil with understandings on some vehicles with the federal government pursuant to the system Federal. "

He added Sadoun that "the Kurdistan Regional Government does not have any offense in the procedures adopted by the export of oil as long as the financial revenues go to Baghdad," pointing out that "Baghdad for years did not pay dues of oil companies operating in the region and delay the export because of the position of the federal government."

He pointed to al-Sadoun said that "constitutional interpretation by us to manage the oil wealth is it's not the exclusive powers of the federal government and the management of oil wealth to Atdar a way that violates the concept of the Constitution in joint management."

He said Al-Saadoun said that "the Kurdistan Alliance will attend the sessions to discuss the budget and prove his position on the export of oil, according to the Dsturaly coupled with a technical committees will discuss in Baghdad technical aspects related to export."

He revealed a coalition of state law yesterday for three proposals submitted by the Federal Government to the Kurdistan region to manage the oil wealth to ensure the first payment of dues of oil companies operating in the region and give a percentage of the 17 percent of the province of the budget compared to deliver the region's oil extracted from Kurdistan to be exported by the central government.

The proposal included the second commitment of the leadership of the provincial government to deliver 400 000 barrels of oil per day, according to the agreement previously, and if the number had fallen for the agreed amount will be deducted from the differences in the proportion of the provincial budget.




While the third proposal suggests that the government take over the process of extracting and exporting oil from the region, like the rest of the oil-producing provinces, and that the government is committed to provide all the benefits mandated by provincial law.
