Decisions of the Council of Ministers Session No. 5 in 04/02/2014

Cabinet held its regular fifth in Baghdad ( Tuesday, February 4, 2014 ) , headed by Prime Minister Nuri al-Maliki , issued by the Council and the following decisions :

1 . A - the allocation of an amount of 10 billion dinars from emergency reserves to balance in 2014 for the purpose of implementation of the programs of special relief for displaced people from Anbar province who are present outside the province and the authorization of the Ministry of Displacement and Migration, the distribution of funds to the displaced families and fundamentalist according to the mechanism of minutes.

B - the allocation of 5 % of the amount of administrative expenses in the Ministry of Displacement and Migration , and the exclusion of the ministry of the Implementing Regulations of government contracts and instructions concerning the Ministry of Finance not to enter into new contracts only after the ratification of the budget in 2014 .

2 . Cabinet decided to authorize the General Commander of the Armed Forces, the prime minister the power to honor the military and civilian martyrs and the amounts of money and in-kind grants suitable for those who show the courage and valor in the super homeland defense and security and sovereignty.

3 . Approve the granting of the Municipality of Baghdad exception pipeline project Khansa carrier of the Implementing Regulations of government contracts and exception from the requirement to submit bills of quantities and prices.

4 . Assigning ministerial team to discuss the Finance Committee and stakeholders in the House of Representatives of the observations discussed by the Council of Ministers concerning the state budget for the year 2014 in order to address the growing deficit and spare the budget any potential risks / consists of the Minister of Finance Agency - Planning Minister - Minister of Oil - Secretary General of the Council of Ministers and the Governor of the Bank Central .
