The House of Representatives starts voting on the traffic law and ends reading and discussing two laws

[ltr]The House of Representatives began its 16th session, chaired by Mr. Hassan Karim al-Kaabi, First Vice-President of the Council, after the end of the 15th session, Saturday, 4/5/2019, and the presence of 196 deputies, voted on the traffic law and ended reading a report and discussion of two laws.


At the beginning of the meeting, the First Vice-President of the Council stressed the need to stand up to the excesses that affected the Eminence of Mr. Moqtada al-Sadr by the Bahraini parliament, pointing out that the national symbols of Iraq is the focus of respect and appreciation, calling the presidency of the Republic and ministers to convene an emergency to curb inappropriate behavior of MPs in Bahrain.


Mr. Al-Kaabi also asked the parliamentary committee to investigate the fire of the homeless shelter in Adhamiya to clarify the results of the investigation.


The first deputy speaker of the House of Representatives to host the ministers of trade, finance and agriculture in the House of Representatives to follow up the issue of delay payment of financial dues to farmers.


The Presidency of the Council decided to postpone the draft law amending the Companies Law No. (21) of 1997 submitted by the Economic, Investment, Culture, Information, Tourism and Antiquities Committees.


The Council then proceeded to vote on the draft traffic law submitted by the Security and Defense Committee for the purpose of regulating the traffic rules of the vehicles, identifying the parties responsible for registering them, determining the conditions of safety and security, specifying the conditions for granting the market license, determining their categories, reviewing the penalties and fines imposed on violation of traffic law provisions, The violation and the economic reality and determine the parties that have the power to impose the fine.


The Council completed the reading of a report and discussion of the draft law on appeal in favor of the law in the provisions and decisions concerning real estate submitted by the committees of law, agriculture, water and marshes, finance, labor and social affairs, and migration and displaced.


The interventions of the ladies and gentlemen of the deputies focused on the importance of continuing meetings with the relevant authorities and legal specialists to prepare the law and speed up its legislation during the current session.


In its response to the interventions of the deputies, the concerned committee stressed taking into account the remarks of the ladies and gentlemen, deputies, blocs and parliamentary committees to include them in the draft law before submitting it to the vote.


The Council completed the reading of the report and discussion of the draft law of the first amendment to the law of the civil presses No. 5 of 1999 and submitted by the committees of culture, information, tourism, archeology, security and defense.


The interventions of Ladies and Gentlemen focused on the need to determine the degree of the printing press depending on the quality of the equipment and that a 90-day deadline be given to the non-authorized printers for the license, provided that the validity period of the license is 3 years.


In its response to the interventions, the concerned committee affirmed its readiness to receive the proposals of the ladies and gentlemen, the deputies and the parliamentary blocs, to prepare the draft law.


On the other hand, the First Deputy Speaker of the House of Representatives, the Financial and Strategic Planning Committees hosted the two ministers of trade and finance to discuss the ration card file and improve its vocabulary.


Then it was decided to adjourn the session on Sunday 5/5/2019.
